Saturday June 2, 2018Egyptian President Abdel-Fattah el-Sissi was sworn in for a second term on Saturday, little more than two months after winning an election that critics have widely regarded as a sham.El-Sissi, 63, took the oath of office before a packed session of parliament, in a ceremony that was broadcast live on state television.El-Sissi was re-elected to a four-year term after winning 97 percent of the vote  with voter turnout at 41 percent in a March election that featured no serious opposition. The only challenger was himself, a strident supporter of the president.Crackdown on dissentAll of the serious opposition candidates abandoned their campaigns in January. The top challenger was arrested and his campaign manager beaten up. Other legitimate contenders soon withdrew from the race, citing intimidation.El-Sissi, a former intelligence chief and defense minister, led the military coup in 2013 of Egypt's first freely elected president, Islamist Mohammed Morsi, amid widespread protests against his divisive rule.Under el-Sissi, security forces have waged a widespread crackdown on dissent, jailing thousands of Islamists as well as secular activists.Unauthorized protests have been outlawed and hundreds of websites, including those of independent media and human rights groups, have been blocked.

Saturday June 2, 2018Somalia’s militant Islamist group al Shabaab has retaken a small town in the centre of the country after it was abandoned by government troops, residents said on Saturday.Fighting broke out in the town of Muqokori, about 300 kilometres north of the capital Mogadishu, late on Friday, almost a month after government troops ousted the insurgents.“Al Shabaab attacked from various sides. After one hour of fighting, the government forces left and al Shabaab seized control,” Hussein Nur, a local elder, told Reuters by phone. The militant group claimed that 47 government soldiers had died in the fighting.“We have their dead bodies,” said Abdiasis Abu Musab, al Shabaab’s military operations spokesman, adding they had captured four vehicles and dozens of weapons.Ads By Google The military said the insurgents were not in full control. and that soldiers had been withdrawn for strategic reasons.“There were only a few soldiers there and they left the town for tactical reasons,” Major Abdullahi Aden told Reuters, adding their positions were being reinforced.Aden did not give details of casualties.Al Shabaab militants are fighting to topple Somalia’s Western-backed central government and to rule the Horn of Africa country according to a strict interpretation of Islamic sharia law.The group was ejected from Mogadishu in 2011 and has since been driven from most of its other strongholds across the country. But it remains a formidable threat, with its fighters frequently carrying out bombings against civilian and military targets in Mogadishu and other towns in Somalia.Separately, the group also attacked a military base in the semi-autonomous region of Puntland the same day, killing several soldiers.

Al-Shabab Raid on Somalia Military Base Kills Several Soldiers

Saturday June 2, 2018At least four Somali soldiers were killed and more than 10 others were wounded when al-Shabab militants stormed a military base in the semi-autonomous region of Puntland in northeastern Somalia, witnesses said Saturday. The militants began the raid at midnight on the Bali-Khadar base near the Galgala mountains of the Bari region. Sources said the Puntland soldiers stationed there were forced to retreat, but later recaptured the base from the militants.Sources say scores of heavily armed al-Shabab militants carried out the raid on the base as they burned a number of military vehicles.According to witnesses, at least four soldiers were killed in the raid, but al-Shabab claimed to have killed at least eight soldiers.Abdullahi “Quraan Jecel” Mohamed, spokesperson for the Puntland administration, told VOA the al-Shabab claim is false, and that two soldiers were killed in the attack. The spokesperson also said 10 militants died when an IED they planted near the base exploded minutes before the assault started.Ads By Google The Puntland regional government has accused Somaliland, the breakaway republic, of being involved in the attack on its military base, a claim VOA can not verify. Both Puntland and Somaliland have been engaged in various military confrontations after recently clashing over land ownership in the northern Sool region.Galgala is a chain of mountains in Puntland in northern Somalia where al-Shabab militants and pockets of ISIS fighters have been battling regional forces for several years.Meanwhile, Somalia government soldiers recaptured the town of Moqokori Saturday in the central Hiran region, hours after it had fallen into the hands of al-Shabab fighters.Residents says both sides engaged in fierce fighting Friday that resulted in an unknown number of deaths. Al-Shabab claimed to have killed more than 40 soldiers in Moqokori. The jihadist al-Shabab group often steps up attacks and raid against government facilities during the holy month of Ramadan. The group conducted a similar attack on a military base in Puntland during Ramadan last year, killing more than 50 Somali soldiers.

AU: Amisom lacks resources to defeat al-Shabaab

Saturday June 2, 2018Logistical problems and military deficiencies are handicapping the African Union Mission in Somalia (Amisom) in its decade-long fight against al-Shabaab, an AU official acknowledged in a wide-ranging and generally pessimistic assessment published Thursday. The Somalia National Army’s longstanding lack of capacity could “even lead to the mission’s defeat,” warned Mr Simon Mulongo, a Mogadishu-based representative of the African Union.“Shabaab has much better access to intelligence than Amisom, given its links to the population under its control, its immersion in the local culture and language, and its knowledge of the terrain,” Mr Mulongo acknowledged.“Al-Shabaab’s formidable intelligence apparatus, the Amniyat, has greatly increased al-Shabaab’s resilience as well as its ability to anticipate and plan.”Ads By Google His comments were made in an interview with the Africa Centre for Strategic Studies, a think tank affiliated with the US Defence Department.Amisom also lacks the resources needed for its combat mission to succeed, Mr Mulongo said.“Amisom’s airlift capabilities are minuscule: it has only three utility helicopters to cover its entire area of operation,” he noted.“Logistics are therefore unreliable and erratic, and our troops are overstretched and unable to secure the expansive territory and protect their supply lines,” Mr Mulongo said. Some United Nations-member states have offered to supply additional aerial assets, but the UN’s low reimbursement rates discourage potential suppliers from following through, explained the AU Commission’s deputy special representative for Somalia. The UN’s sizable Amisom support apparatus inside Somalia, known as UNSOA, could be much more helpful than is currently the case, Mr Mulongo said.“UNSOA’s capabilities are civilian, not military. As such, they are structured to provide logistics in a traditional peacekeeping mission and not for combat environment. Strict restrictions on where UNSOA assets can land, for instance, have made the evacuation of our troops extremely difficult,” Mr Mulongo said.He further noted that the UN contingent tasked with assisting Amisom is not authorised to transport weapons and reinforcements to fighting forces in the field.UN deliveries of arms and troops can be made only to designated “battalion hubs”, leaving it to Amisom’s inadequately equipped troop-contributing countries to move materiel and soldiers to the frontlines, Mr Mulongo said.As an additional obstacle to Amisom’s operations, command authority is vested in each of the five countries — Kenya, Ethiopia, Uganda, Burundi and Djibouti — that have committed a combined total of 22,000 uniformed personnel to the war against Shabaab.Consequently, Mr Mulongo said, Amisom’s force commanders “do not have leeway to direct their own forces, which can delay or even hamper operations.”And along with insufficient access to combat aircraft, Amisom lacks the infantry fighting vehicles and heavy artillery that would enable it to fight al-Shabaab more effectively, Mr Mulongo added.Having incurred substantial but unspecified losses in the past 10 years, Amisom has begun planning for withdrawal. But, Mr Mulongo pointed out, Somalia’s own army remains unprepared to take effective control of operations against Shabaab.Somali national forces are splintered among rival clans, and about a third of the army’s 20,000 soldiers have not been supplied with weapons, the AU official said.“Some soldiers live in the bush,” Mr Mulongo added. The US, United Kingdom and, more recently, Turkey have been pouring resources into efforts to train Somali soldiers to gradually replace Amisom units.

Canada: Ontario premier concedes defeat ahead of next week's polls

TORONTO (Reuters) - The premier of Canada’s most populous province, Ontario, conceded defeat on Saturday ahead of next week’s election, but called on voters to vote for her party anyway to keep the next government in check.
Kathleen Wynne, who has been premier since 2013 and whose Liberal Party has governed for 15 years, told reporters she will not be premier after the June 7 election.
“This is a hard thing to do,” 64-year-old Wynne told reporters tearfully, while urging party followers to vote for as many Liberals as possible to prevent the other two parties from forming a majority government.
The decision comes as the left-leaning New Democrats have gained ground ahead of provincial voting, according to opinion polls, setting up a two-way race with the right-leaning Progressive Conservatives to take power.
The Liberal Party has been trailing a distant third in recent polls, and Wynne’s popularity has been low.
Ads By Google Pundits have predicted a resounding defeat for the governing party, which could also deal a blow to Prime Minister Justin Trudeau’s federal Liberals, who are closely allied with their Ontario counterpart.
Ontario is home to a third of Canada’s population of 36 million and is the nation’s economic engine and manufacturing heartland.
The Progressive Conservatives are led by populist Doug Ford, who has been compared to U.S. President Donald Trump, and who has yet to release budget plans. The New Democrats, led by Andrea Horwath, have vowed to extend public funding for prescription medicines and dental care and increase the corporate tax rate for large companies.
An Ipsos opinion poll released on Monday showed Ford’s PCs with 37 percent support, while the New Democrats had 34 percent, and the ruling Liberals 22 percent.
Wynne spent much of the previous weeks issuing dire warnings as to what might happen to the province should her opponents win. She would not endorse either party and would not say whether she will stay on as leader after June 7.

Saudi Arabia says it released eight people in activist crackdown

Sunday June 3, 2018Saudi Arabia temporarily released eight people accused of communicating with organisations opposed to the kingdom and held nine others in detention, state news agency SPA reported on Saturday. The public prosecutor said it had interrogated people arrested last month, whom human rights groups and activists identified as women’s rights activists. In a statement, the public prosecutor said the detainees had admitted to communicating and cooperating with individuals and organisations opposed to the kingdom, recruiting people to get secret information to hurt the country’s interests, and offering material and emotional support to hostile elements abroad. The statement did not identify the detainees, and Reuters was unable to immediately verify their identity.A total of 17 people have been arrested, eight of whom have been temporarily released, including five women and three men, the statement said. Nine people, five men and four women, remain in detention “after sufficient evidence was made available and for their confessions of charges attributed to them.”International rights watchdogs have reported the detention of at least 11 activists in the past few weeks, mostly women who previously campaigned for the right to drive and an end to the kingdom’s male guardianship system, which requires women to obtain the consent of a male relative for major decisions. The United Nations called on Saudi Arabia on Tuesday to provide information about the arrested activists and ensure their legal rights were guaranteed.A ban on women driving in the kingdom, set to be lifted on June 24, has been hailed as proof of a progressive trend. But the recent arrests have soured that image. The government announced two weeks ago that seven people had been arrested for suspicious contacts with foreign entities and offering financial support to “enemies overseas”, and said other suspects were being sought. It did not name the detainees.Last week, Saudi Arabia released four women’s rights activists, fellow activists and Amnesty International said. The terms of the release were unclear.Activists and diplomats have speculated that the new wave of arrests may be aimed at appeasing conservative elements opposed to social reforms pushed by Crown Prince Mohammed bin Salman. It may also be a message to activists not to push demands out of sync with the government’s own agenda, they said.State-backed media had labelled those held as “agents of embassies”, unnerving diplomats in Saudi Arabia, a key ally of the United States.Prince Mohammed has courted Western allies in a bid to open up the deeply conservative Muslim kingdom and diversify its oil-dependent economy, the region’s largest.

Canada Border Services Agency (CBSA) officials earlier ordered him deported and he was unsuccessful in an appeal hearing Friday. He is scheduled to be deported on a flight out of Edmonton Monday.Mahamed has been in Canada since 2013 and is married to a Canadian citizen, Halima Ibrahim Ali. They have three young children together and care from a fourth daughter from Ali’s previous relationship.“I’m hurt,” Mahamed said through a translator. “I’m going to a place where I’m sure my life is in danger. At the same time I’m leaving my family.”Mahamed is originally from Somalia, and entered Canada using a forged Kenyan passport he purchased under the name Farah Muhamed Aballahi. In 1994, he fled war in Somalia and lived in Kenya’s Ifo refugee camp for almost 20 years.Somali community members said it is not uncommon for people in Kenyan refugee camps to purchase local IDs and documents for safety reasons and to allow them to move around outside the camp. Others in the community have entered Canada on similar documents and were granted the right to stay after establishing they are in fact from Somalia, they said, which did not have a functioning central government between 1991 and 2012.Ali filed an application to sponsor her husband to stay in Canada Feb. 23, 2016. The two were engaged in Kenya and married here in 2014.Mahamed worked for a cleaning company on a work permit and is the family’s only breadwinner. He said he fears he will be thrown in jail if he returns to Kenya for having forged documents, and believes he could face violence in prison. In a letter to CBSA’s inland enforcement branch, David Matas, Mahamed’s lawyer, asked that deportation be held off until the sponsorship application is complete, which they expect will happen soon. He wrote the CBSA has agreed to defer removals in past cases and that deferring would be in the best interests of the children.A CBSA spokesperson said the agency would not be able to comment on the case Saturday. Canada’s immigration and refugee board did not immediately respond to a request for comment.Ahmed Abdulkadir, executive director of Ogaden Somali Community of Alberta Residents (OSCAR), said the group is now advocating on the family’s behalf and says several local community members who lived in Ifo can attest that Mahamed lived there as a Somali refugee.Others who arrived on false Kenyan documents have been granted status, he said.“They will ask before the hearing, ‘Can you prove you are Somali?’ ” Abdulkadir said. “And to do that, they come to organizations like us and we write verification letters, saying we know this individual is Somali, and we sign an affidavit … and normally that works.”Establishing someone is Somali is important for refugee status, Abdulkadir said, adding Mahamed’s initial refugee claim was rejected over the documentation issue. In the worst-case scenario, it ensures someone is deported to the correct country (Mahamed said he would feel safer in Somalia than in Kenya).Calgary-based immigration lawyer Raj Sharma didn’t know the specifics of the case but said CBSA removal officers don’t have much leeway on deportation orders. Exceptions include ongoing court processes to establish whether deportation places someone’s life at risk, he said.Ali said she did not know what she would do without her husband. She said if he has to be deported, she hopes she and the children can be sent back with him to keep the family together.
