Wajir MPs support efforts to apprehend Sunday attack planners

Parliamentarians from Wajir County have condemned Sunday’s attack where eight security officers were killed after their vehicle ran over an explosive device at Bojigaras in the county.
Led by Eldas MP Adan Keynan, the MPs called upon security forces to heighten their intelligence and security operations to flush out the perpetrators from their hideouts and bring them to book.
“These criminal gangs by the name Al Shabaab or in the name of any other criminal gang must be dealt with ruthlessly by our security agencies. Equally, we want also to appeal to the local community there to cooperate with the government security agencies and report suspicious elements to their chiefs, village elders and to the rest of the security agents. This is the only we can be responsive; this is the only way we can also contribute to the security well being of the people of Kenya,” Keynan told a news conference at Parliament Buildings.
Tarbaj MP Ahmed Bashane called for speedy investigations to apprehend those responsible.
“We regret the loss of the eight lives. Indeed, it is a greatly sad day for all of us. We will use all means possible so that those individuals who are marauding and moving in this region and are disrupting our normal lives we will bring them to book.”
“We should increase our manhunt for those people who killed our gallant soldiers. We are really saddened by this happening – these are just criminals. These people do not spare anybody, they are enemies of all Kenyans,” said Nominated Senator Farhiya Ali Haji.
Three attacks have been carried out by the Somalia-based militant group in the region since the beginning of 2018.
The first attack took place in January when a Safaricom communication mast was destroyed, paralysing communication in the country.
More recently, on February 16, 2018 two teachers and one of their spouses were killed in Wajir, after suspected Al-Shabaab militants attacked the Qarsa Primary School.

Ethiopia plans to split telecoms monopoly in two to spur competition

By Aaron MaashoMonday June 18, 2018

ADDIS ABABA (Reuters) - Ethiopia plans to sell a 30 to 40 percent stake in its state-run telecoms monopoly to big telecoms companies and will split the company in two to spur competition, Prime Minister Abiy Ahmed said on Monday.
Selling stakes in its lucrative telecoms monopoly and other assets could open Ethiopia, one of the world’s largest untapped markets, to huge potential investments by firms willing to work with a government still wary of private enterprise.
"There will be two telecom corporations and shares will be sold in both,” Abiy said during a question and answer session in parliament. “Somalia, with a population of 12 million, has four telecommunications firms. Ethiopia - with 100 million people - has one. There needs to be competition in the country.”
Ads By Google The stakes in Ethio Telecom will be allocated to firms that are ranked top 10 in the industry globally, Abiy said. South African telecoms groups MTN and Vodacom have both recently expressed interest in Ethiopia and so maybe potential investors.
“There will be one year or two years of intensive study taking place (before the shares of Ethio Telecom are sold),” Abiy said.
The stake sales are part of a raft of measures announced by Abiy, 41, a former army officer who became prime minister in April, saying a new start was necessary to end political instability in a country of 100 million people, where 40 percent are aged under 15.
Foreign companies have been waiting for Ethiopia to open its state monopolies.
MTN told Reuters this month that it was excited by the potential opening up of the Ethiopian market “as it would be a natural fit for MTN’s existing pan-African footprint.”
Vodacom said in a statement at the time: “Vodacom has said on many occasions that Ethiopia is an attractive market so it follows that there would be interest. Naturally this is dependent on what might become available and if it fits within our investment parameters.” (Reporting by Aaron Maasho; Writing by Omar Mohammed; Editing by Susan Fenton)

Somalia will prevail in Maritime Boundary Dispute, says Attorney General

Kenya and Somalia are in dispute over a potentially lucrative, triangular stretch of 100,000 square kilometres of offshore territory believed to contain large oil and gas deposits.
The country’s Attorney-General Ahmed Ali Dahir said on Monday that they have submitted a response in the maritime dispute case at the International Court of Justice in The Hague.
The submission was made by the Somali ambassador to EU, Ali Said Fiqi as part of the bid to prove that the current sea boundary dispute with Kenya to resolve before the court.
Last year, Somalia won its bid to resolve a case over a maritime dispute before the ICJ.
Somalia wants the court to demarcate the maritime boundary, and to determine the exact geographical coordinates as an extension of its southern borders.
Kenya, on the other hand, wants the border to run in parallel along the line of latitude on its eastern border.
That gives Kenya the larger share of the maritime area and it had already sold mining licenses to international companies.

Somali kidnapper gets 15-year sentence

A Somali man has been sentenced to 15 years in jail for his role in the kidnapping of a Canadian journalist in Somalia, according to Canadian media.
Ali Omar Ader, 40, was found guilty in December on a charge of hostage-taking charge for his involvement as a negotiator in the kidnapping.
Ader was arrested in Ottawa in 2015 by the Royal Canadian Mounted Police.
Amanda Lindhout and Australian photojournalist Nigel Brennan were taken hostage near Mogadishu in 2008.
The sentence was handed down on Monday in an Ontario Superior Court.
During his trial, prosecutors claimed that Ader was the primary negotiator for the militants who captured the pair.
Ader repeatedly pressed Ms Lindhout and Mr Brennan’s families for ransom money, the court heard.
Lindhout and Mr Brennan were taken hostage at gunpoint while working on a story about displaced persons camps near the Somali capital.
They were held captive by an unidentified militant group for 460 days before being released in November 2009.
They have described having been brutally assaulted, tortured, and nearly starved during their captivity.
Almost seven years after the pair’s release, RCMP investigators managed to lure Ader to Canada under the pretence of signing a publishing contract for a book on Somalia’s history.
It was the culmination of a lengthy international undercover operation.
As Mr Brennan is not a Canadian citizen, Ader did not face any charges in Canada related to his kidnapping.
But the photographer did give his victim impact statement in court – later posted online – where he asked the judge to show Ader clemency.
“I believe that forgiveness is the one thing that will keep humanity moving forward,” he said.
