When Kenya closed its border with Somalia in 2014, most Mandera County residents thought it was a short-term measure to curb Shabaab terror attacks.
This, however, was not to be the case.
Besides the restricted movement of people and goods, the continued closure of the Kenya-Somalia border has affected legitimate businesses in the town.
This has raised the cost of goods and reduced revenue earnings for the county.
Hassan Ali Hassan, a businessman in Mandera town, says the local community has paid the price of the move through loss of their business.
Before 2014, most businesses in Mandera and Elwak, the two major commercial centres in the vast county, relied on Mogadishu for supplies.
“We used to import goods for our shops from the Kismayu port in Somalia and paid tax at the main points in Mandera town and Elwak,” he said.
Ads By Google The shorter distance between Mandera and Mogadishu, compared with Nairobi or Mombasa, made the traders prefer sourcing their goods from the neighbouring country.
“It is only 600 kilometres to Mogadishu from Mandera unlike the 1,200 kilometres to Nairobi to get supplies for our shops,” he said.
Goods from Somalia are cheaper compared to same merchandise coming from Nairobi.
Mandera, Somalia’s Bulahawa and Ethiopia’s Suftu are conjoined towns that tell a story of same people, same culture but different states.
“Closing the border opened an avenue for police to make money from imports coming in through dubious means,” says Mr Hassan.
At Border Point Two and Three in Mandera, police officers man unauthorised entries but movement of people and loaded donkey carts are high.
There are no revenue offices at the Kenya-Ethiopia border. The place has been left in the hands of police reservists due to low business activities.
The main entry and exit point in Mandera town remains idle, with trans-border activities shifted to the unauthorised entry points.
A donkey cart carrying several bags of sugar, cartons of powder milk or rice are allowed after the transporter pays a fee to the police officers.
A regular transporter in Mandera, speaking on condition of anonymity, tells this reporter that owners of a full donkey cart pay Sh10,000.
“It is expensive doing business at the border currently because after paying the officers at the point, another group of police officers will come to your store and demand their share,” he says.
Ms Halima Jimale, a businesswoman, says Mandera depends on Bulahawa for 90 per cent of its supplies as it gets duty-free goods from Kismayu port.
“We used to trade in hides and skins, forex exchange through hawaalas (money transfer system), milk and fuel but that is history now since the border was closed,” she said.
She said the closure only exists on paper since business has remained the same at the illegal points.
Mr Mohamed Adan Khalif, the Speaker of the Mandera County Assembly who served as Mandera Township councillor (1998-2013) and as chairman of the local town council, says it was normal business before the border was closed.
“Before the border was closed, we used to collect good revenue without any problem but currently every business is complaining because the environment has become difficult,” he said.
Mr Khalif could not remember how much the local authority was collecting then but says locals were more than willing to pay tax.
Reopen border
Mandera Governor Ali Roba has urged the government to reopen the closed border for resumption of legitimate cross-border trade.
He argues that cost of transportation of products from Nairobi to Mandera are exhorbitant compared with getting them from Somalia.
“Until we are able to industrialise Mandera, then we shall remain dependent on where we can get affordable goods for our population,” he said.
He gave an example of a bag of cement, which in Mandera is double the price that it costs elsewhere in Kenya due to transportation costs.
“It costs a trader Sh200,000 to hire a 20-tonne truck to transport 400 bags of cement from Nairobi which is sold at Sh1,000 here to recover the expenses,” he said.
Ethiopia supplies Mandera a bag of cement at Sh650 while the same from Nairobi goes for Sh1,100.
The governor says to address the high costs of transportation of goods from Nairobi, the government, in conjunction with World Bank, is planning to tarmac the Mandera-Isiolo road.
“Before this road is done, we must trade with Somalia after President Uhuru Kenyatta directed the re-opening of a customs border here and all needed offices must come to Mandera,” said Mr Roba.
Mr Roba says illegal goods have continued to flow, encouraging corruption among security forces in Mandera.
The governor insists that the economy of Mandera depends on Somalia and Ethiopia and opening the border will help grow the county.
Mandera finance executive Ibrahim Barrow says the county has underperformed in revenue collection since 2013.
“We are unable to track what comes in and tax it from main stores in town since the border was closed creating illegal entry of goods,” he said.
Mr Barrow says costs of foodstuff and electronics is cheap in Mandera because transporting goods from Mogadishu is cheaper compared with Nairobi.
He suggests that a customs office be built in Elwak to control business between the area and Somalia’s Borache.
A plan to build a border wall, mooted by the government in 2015 to control human movement and commodities by defining entry and exit points, has since stalled.
Only eight kilometres of the 270 kilometres stretch has been fenced by the military personnel and a local contractor.

Tuesday June 26, 2018The duel between Somaliland and Puntland seems to be far from ending, with each asserting their ownership of the disputed Sool in the latest altercation.Somaliland Information minister Abdurahman Abdullahi Guri-Barwaqo has reacted strongly to Puntland's claim to the disputed region.Briefing the Press in Hargeisa, about 1,600km northwest of the Somali capital Mogadishu, Mr Guri-Barwaqo stated that Puntland's claim was a breach of Somaliland’s sovereignty.The president of Puntland, Dr Abdiweli Mohamed Ali Gas, on Saturday stated that Sool was part of his territory.Ads By Google Somaliland, which unilaterally declared independence from the rest of Somalia in 1991, claims the former British Somaliland Protectorate, which joined with the former Italian Somalia to form the Republic of Somalia on July 1, 1960.Closely relatedPresident Gas, while addressing the semi-autonomous authority’s parliament in Garowe town, 1,000km northeast of Mogadishu, reiterated that Sool and Sanag were part and parcel of Puntland.He justified his statement insisting that the clans in the two regions were closely related to the others the in Puntland.“There is no such a thing as Somaliland borders. Tuesday June 26, 2018A young Somali man who married two women on the same night has told the BBC that he will encourage other men to do it.Bashir Mohamed said he courted both women for about eight months, and convinced them to marry him."I used to bring them together to socialise with me at my home," he told BBC Somali."I used to say openly to both of them that I love them. The Gulf Today Tuesday June 26, 2018The Khalifa bin Zayed Al Nahyan Foundation has distributed 824 tonnes of food items to 6,000 families — around 30,000 people — in the drought-stricken area of Jubaland in Somalia.The food aid was distributed as part of the Foundation’s first phase of relief assistance this season and is in line with the directives of President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, His Highness Sheikh Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces and Sheikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs, and Chairman of the Khalifa Foundation.Ads By Google A spokesperson from the organisation said that the humanitarian assistance aims to alleviate the burdens of the Somali people in the face of the severe drought affecting the area. Somali army kills 7 al-Shabab militants in southern region

Tuesday June 26, 2018Somali National Army (SNA) on Monday killed seven al-Shabab militants including a foreign fighter in a military operation in Lower Juba in southern Somalia.SNA senior commander Abdi Ibrahim Ali told journalists that a Tanzanian militant was among those killed during the operation that led to seizure of the key Arare Bridge, north of commercial town of Kismayo.Ali said the army will step up its operations to flush out the insurgents in Arare which served as a checkpoint where the militants used to extort local residents accessing the bridge.He said a senior al-Shabab commander who was in charge of the unit that manned the Arare checkpoint was among those killed in the fierce fighting between the army and the militants.Ali said two militants were arrested during the operation in the Arare Bridge which is about 10km away from Jamaame, a key stronghold of al-Qaeda allied terrorist group.The militant group has stepped up its assault against the internationally-backed government, targeting public places, military bases and other government installations in a bid to impose shariah law in the Horn of Africa nation.

Tuesday June 26, 2018Somalia’s capital city of Mogadishu is defined by a complex mix of challenges and opportunities. Despite political and economic struggles, Somalis are innovating to break the chronic cycle of vulnerability. Supported in many cases by the international Somali diaspora, people in Mogadishu are using technology to solve problems and tap into new markets.One initiative poised to accelerate this is the iRise Tech Hub, Mogadishu’s first innovation hub, co-founded by Awil Osman. iRise connects entrepreneurs, innovators, and startups to share ideas and collaborate on a variety of issues ranging from developing an online food delivery startup, to creating an open space for Somalis to incubate ideas. The Somali concept of Ilawadaag—roughly translated as ‘share with me’—is put into practice at iRise to help entrepreneurs get feedback and network with other innovators.iRise co-facilitated an innovation camp with UNDP last September, and will be launching its first incubation program for local entrepreneurs this week, challenging the idea that technology and incubation hubs are limited to high-income countries.Ads By Google With the right support, there is huge potential for home-grown digital solutions. Existing examples include the high prevalence and use mobile money, which allows rural and inaccessible communities to receive remittances and humanitarian support. The Aamin Ambulance service, which is a 24-hour ambulance service in Mogadishu, is the only first responder agency. Abaaraha crisis mapping platform provides relief responders with timely geospatial information.These cases demonstrate the breadth of innovation, which is not isolated from the contextual challenges in Mogadishu. During the devastating bombing in October 2017, iRise was busy coordinating efforts and established an ad hoc national emergency call center and information support team, collaborating with mobile operators, the government, and civil society.These initiatives could not have been possible without the internet. The internet brings local skills to an international market, and solutions to challenges in Somalia readily find applications elsewhere. However, one area that has lagged in Somalia is the availability of reliable and relevant data to support the implementation of businesses and social projects. Open tools like OpenStreetMap have the potential to help innovators overcome this hurdle by creating new solutions for accessing and producing extremely useful data. While this has not yet taken off in the private sector in Africa, projects like Missing Maps and the Humanitarian Openstreetmap Team have shown the potential for humanitarian and development work.Yet, the limitations to developing digital skills are significant. Although more and more residents are gaining access to high-speed internet, there are limited opportunities to acquire the skills that are needed to succeed in the digital economy. Moreover, as the Somali government mobilizes more revenue from its traditional sectors, it has become important for the country to diversify its economy through digital innovations.Supported by a small grant from the World Bank’s Youth Innovation Fund and a contribution from the Digital Development team, we are working with iRise to develop these skills and allow young people in Mogadishu to work on life-improving innovations. The Bank is also supporting the Mogadishu Watt Innovation Challenge, which aims to unearth and support energy innovators across Somalia who may have solutions that deliver affordable, reliable, and sustainable energy through new sources, and use creative business models to improve access to clean energy.

Somaliland president wants for dialogue over northern regions dispute

Somaliland president, Muse Bihi Abdi has on Monday called for peace talks to resolve the escalating dispute with Puntland over the ownership of the northern Sool region.
The conflict between Puntland Somaliland has been likely to be far from burying the hatchet as both sides claim the ownership of Sool region.
Following days of trading accusations by the sides, Somaliland leader raised hopes of a breakthrough to end the military stand-offs in the region by calling for dialogue.
His remarks come on the heel of Puntland’s announcements to launch the so-called liberation attacks on Sool and Sanaag region.
Hargeisa base its claims on the imaginary boundaries set by the British during the colonial period as Puntland’s claim is based on clans agreement inked during the formation of the state two decades ago.
Somaliland declared independence from Somalia in the 1990s.
Despite relative stability and commendable governance, the region has not yet been recognized by international community.

Somalia has marked 58 years of independence as the East African nation is facing a great number of challenges including security and economic crisis.
As the clock ticked midnight in Somalia, the blue flag with a five-pointed star was raised at the local government headquarters in Mogadishu to celebrate the 58 years of self-rule.
President Farmajo laid a wreath during an event to mark Independence Day at the Daljirka Dahsoon [The monument of the Unknown Soldier] in the capital.
Several Foreign diplomats based in Mogadishu have also attended the event in solidarity with a nation slowly emerging from conflict.
Somalia has attained Independence from the two colonial powers– namely Britain in north and Italy in south in 1960.
A two-decade-long civil war has also made Somalia one of the world’s poorest nations.
