HOW to sell cars when most people can’t afford to buy one? That is the conundrum for Volkswagen in Rwanda, where it is opening the country’s first car-assembly plant. A new Polo costs 33 times the average Rwandan income. Most cars on the road are second-hand imports. Rwanda absorbs perhaps 3,000 new cars a year, says Thomas Schäfer, VW’s chief in Africa. Past projects by carmakers in Africa, he admits, have ended in “monumental failure”.
Yet there was a hopeful mood when VW launched its operations in Kigali, the Rwandan capital, on June 27th. The moment opens ”a new chapter in Rwanda’s journey,” said Paul Kagame, the president, after taking a demonstration model for a spin. In truth, little of the manufacturing will happen locally, at least to begin with. VW will build its vehicles elsewhere, partly dismantle them, then put them back together in Rwanda.

Ads By Google The real novelty is how the cars will be used. VW is linking production to a ride-hailing and car-sharing service, stocked with its own vehicles. More people will pay to use a car, it reasons, than can afford to own one. At first, firms and government agencies will be able to use shared vehicles; from 2019 a similar service will be rolled out to the general public, with cars stationed around the city. Anyone with the mobile app will also be able to call up a lift, starting this October. The cars will be used for a few years, then sold into the second-hand market. The $20m project will initially produce 1,000 vehicles, with capacity to churn out 5,000 units a year.
Kigali is a small, orderly place in which to test the idea. If it works, VW could replicate it. It has recently restarted assembly in Kenya and Nigeria, after decades away, and hopes to enter Ghana and Ethiopia. Mr Schäfer likens VW’s African ambitions to its decision to enter China in 1985. At the time, Chinese car-ownership rates were lower than in most African countries today. Now, VW sells over 3m passenger cars a year there.
Some help comes from African governments, which shield producers from competition. Kenya plans to lower the maximum age for imported vehicles, from eight years to five. Nigeria imposes tariffs of up to 70% on car imports. Yet protection is often patchily implemented.
For now, cautious carmakers are edging along in first gear. Firms such as Peugeot, Nissan and Toyota have also opened new operations in Africa, often in partnership with local firms. Like VW, they are typically assembling knock-down kits, rather than building new cars from scratch. There is a long road ahead.

Ogaden National Liberation Front (ONLF) commander Abdikarim Muse Qalbi Dhagah has been freed by the Ethiopian government on Thursday.
Voice of America journalist Harun Maruf said traditional leaders confirmed that Abdikarim Muse was released on Thursday morning at 8am local time.
Abdikarim Muse’s arrest and subsequent repatriation from Somalia to Ethiopia in August last year sparked an international outcry as it was feared the government would torture and humiliate him, having described ONLFas a terrorist organization and by extension, its members as terrorists.
ONLF describes itself as “a national liberation organisation that struggles for the rights of the Somali people in Ogaden and has no involvement whatsoever in Somalia’s multifaceted conflict at all.”

Reformist Abiy calls out to ‘opponents’Ads By Google Ethiopia’s new prime minister, Abiy Ahmed, who has championed political and economic reforms since taking office in April, has called on all previously banned political movements to give up rebellion and engage with the current government peacefully.
In a recent speech to legislators, Abiy said the country can only benefit from peace but not war, and called on Patriotic Ginbot 7 (PG7), the Oromo Liberation Front (OLF) and the Ogaden National Liberation Front (ONLF) to give up arms.
PG7 has since heeded the call and announced its intentions to return to Ethiopia and pursue a peaceful struggle.
Ogaden regionThe Ogaden region a disputed territory between both countries was the subject of a war in February 1977. Ex-Cuban president Fidel Castro okayed the deployment of 1000s of soldiers under the leadership of one General Arnaldo Ochoa to help Ethiopia in a war.
The troops went to support the regime under Mengistu Haile Mariam to annex the Ogaden region. Somalia at the time, albeit allies of Ethioipia believed they were winning the war but forcefully surrendered the Ogaden plateau to the 17,000 Cuban soldiers.
The government of Ethiopia announced that extraction of oil would take off this week in the Ogaden region.

Friday June 29, 2018Police in Wajir yesterday killed a suspected al Shabaab militant between Mansa and Boji Qaraas and recovered loaded rifles as the crackdown on the terror group intensified.County commissioner Lyford Kibaara said one was seriously injured but was carried away by his two colleagues. He said police overpowered them with gunfire.He warned residents against supplying food to suspects. Anyone found will be treated as one of them, he said.Officers had yet to identify the man. The Bill Would Allow Diaspora Dissidents To Return Home

Addis Abeba, June 28/2018 – In its 32nd regular session today, Ethiopian parliament has passed a proposed amnesty bill into law. The bill, which is now a law, was presented to the parliament for consideration by the  Law, Justice and Administrative Affairs Standing Committee.
The law establishes board members drawn from five federal ministries and two individuals to be assigned by Prime Minister Abiy Ahmed. The federal ministries  included in the board are: Federal Attorney Genera (chair), Ministry of women and Children Affairs, Federal Police Commission, Federal Supreme Court, Federal Prison Administration as well as two individuals to be assigned by Prime Minister Abiy Ahmed. The board will be accountable to the Prime Minister’s office. Addis Standard learned that although Ministry of Defense was initially included in the board it was later on removed as the federal Police Commission was deemed more appropriate.
Ads By Google The Amnesty law will pave ways for legal amnesty provisions for individuals facing criminal and/or terrorism charges or are convicted of alleged offenses such as outrage against the constitution and terrorism.
It is also expected to provide legal provisions to lift designations of terrorism from organizations such as the Oromo Liberation Front (OLF), Patriotic Ginbot 7 (PG7) and the Ogaden National Liberation Front (ONLF), which are all classified by Ethiopian parliament as terrorist organizations.
Although Ethiopia has recently been freeing thousands of prisoners including those charged or convicted of terrorism offenses, the release was based on pardon provisions which makes it susceptible for re-institution under some circumstances.
The Amnesty bill will clear ways and make the decision not based on pardon but based on the law, which in tern absolves individuals and organizations who/which are legitimate for amnesty of all charges labeled against them. It will also eliminate re-institutions pardons once an individual or an organization is granted amnesty. AS

Friday June 29, 2018NO ONE seized by pirates can be considered lucky. But many of the seamen taken hostage by Somali pirates have at least been set free fast, once fat ransoms have been paid. At the height of the piracy scourge off the coast of Somalia almost a decade ago, the average ransom to free a crew and vessel was, by one tally, $3.5m.Some seamen, however, have languished in captivity for months or even years because their companies balked at coughing up—often because their ship was uninsured, or had run aground, or had been disabled by fire, or had sunk. Crew taken from them were sometimes tortured. “Hard as it may sound, these guys, they don’t have any value,” says John Steed, a former UN man in Mogadishu, Somalia’s capital.Pirates are still loth to cut their losses by freeing such hostages without payment. Of the few Somali pirates who have given up in this way, most were soon killed, Mr Steed notes, since they could not repay the financiers who underwrote the attacks and the hostages’ upkeep. The resulting trap for such failing pirates and their “forgotten” hostages seemed inescapable.Ads By Google Yet 54 hostages, held on land by various groups of Somali pirates, have been freed in the last several years. This was because of a new approach, say those who negotiated the deals. Rather than try to convince unscrupulous vessel owners to fork up big ransoms, the negotiators, mostly working for nothing, first estimated the pirates’ costs—often $100,000-$200,000 for renting a boat and getting weapons and kit; expenses for fuel and food; and payoffs to stop government officials, warlords and village elders from interfering. If that amount or a bit more could be raised from charities and sympathisers, pirates would often accept the deal, once convinced that it was their only hope of satisfying their creditors.It is easier to raise money for “expenses reimbursement” than for the actual ransom, not just because the former is much less. “You can argue that you’re not enriching these people,” says David Snelson, the boss of Pbi2, a security firm in Mogadishu that has helped free some of the hostages. Even so, covering pirates’ expenses proved unpalatable to the UN bureaucracy, so Mr Steed quit in 2013 to continue his efforts from Nairobi, the capital of neighbouring Kenya, through an American charity called Oceans Beyond Piracy. He has cajoled Somali villagers into renouncing pay owed by pirates for food, transport and guard services. (Many villagers did not like the attention that hostages attracted.)Though negotiators have generally adopted the expenses approach, it is not a magic wand. Eight seamen are still held in Somalia, all of them Iranian fishermen seized in 2015. Negotiators must still convince governments that paying the pirates’ expenses will not benefit people with links to terrorist groups. Negotiators must also contend with pirates fearful of being double-crossed by a rival in their group. Such suspicion is sometimes justified, says Leslie Edwards of Compass Risk Management. His London firm has reluctantly negotiated releases whereby a pirate leader gets a secret extra payment that he will not share with his colleagues.Somalia’s pirates have seized few hostages of late, thanks largely to more use of armed guards on ships. But iJET, a risk-management firm based in Maryland that uses “a facilitation fee” to secure releases, foresees trouble. It reckons that attacks on easier-to-capture fishing boats will pick up as more Somali fishermen turn to piracy as a protest against overfishing by foreign commercial firms. Anger is rising again, as officials in Somalia’s semi-independent Puntland region cash in by selling licences to foreign boats for catches that are depleting the fish stocks that have hitherto sustained Somali fishermen—without their having to resort to piracy.

How Trump’s travel ban kept one Somali man from Indianapolis

Indy Star Friday June 29, 2018A week ago, Wengel Tessema Ayalew was getting ready to go to work in Addis Ababa, Ethiopia when the U.S. Embassy called her: she was to leave for Indianapolis the next day.The 30-year-old program coordinator at a migrant services nonprofit would be joining the Mandela Washington Fellowship, an annual government-sponsored program started by President Obama that trains young African leaders at universities around the U.S.“I was really happy and excited that I got in,” she said.nnsidenewsWhat she didn’t know, until she arrived at the Indianapolis airport last Saturday, was that she was taking the place of a Somali man who had been accepted to the fellowship but then told he couldn’t get a visa. Somalia, a majority-Muslim country on the eastern tip of Africa, is on President Donald Trump’s list of mostly Muslim countries banned from visiting the U.S.The Supreme Court upheld the ban Tuesday. President Trump has said the ban provides greater security. Ayalew, however, characterized the situation with the Somali man as "unfair.”“For someone who actually deserved a chance and who could have actually made a difference," Ayalew said, "... just to be denied without specifically looking to his personal case, just to generalize about him.”Abdiwasa Idiris Jelle, the Somali man, was accepted into the competitive fellowship in March, joining 699 other young leaders who are chosen from across 49 sub-Saharan African countries to visit 28 American universities. Jelle is the founder of the nonprofit Somali Youth Civic Organization and is pursuing a master’s degree in development studies, according to his Mandela fellowship bio.He said he and another Somali woman, who was accepted into the Mandela fellowship in Georgia, were unable to get visas.The IndyStar reached out on Thursday to U.S. Customs and Border Patrol, the U.S. Embassy in Kenya and IREX, the organization that implements the Mandela Fellowship. "We became so sad and frustrated because we were ready to go there," Jelle told IndyStar Thursday morning. "I was very excited to be there and learn."Jelle said he wanted to meet Mayor Joe Hogsett and youth organization leaders around the city. “All of us knew he was coming,” said Wedadu Sayibu, a fellow from Ghana. She said she and the other fellows found out he wasn’t coming when they arrived at the airport last Friday. “He told me it was about the government policy, the current government policy of limitations on certain countries.”Jelle missed out on a six-week civic leadership program between Indiana University-Purdue University Indianapolis and Indiana University Bloomington. The Mandela fellowship introduces African leaders to businesses, government entities and nonprofit organizations in the U.S. for networking and training. In Indiana, 25 fellows have met with Eli Lilly and Company, Lutheran Child and Family Services and the city’s community engagement director.On Wednesday night, about 70 people gathered at IUPUI’s Eskenazi Fine Arts Center for a networking and storytelling event with representatives of 20 African nations and members of the community.“That immigration is a huge issue right now made it that much more urgent, for lack of a better phrase, to be supportive to truly represent what we’re supposed to represent,” said Philip Shelton, a resident of Westfield who attended the event. “We’re a country of diversity. We’re a country that welcomes people of all countries for them to maximize the opportunities.”Ayalew, the Ethiopian replacement for Jelle, said the Mandela fellowship has already started training her in the last week on the work she wants to do: Ayalew hopes to start a nonprofit organization that informs people about the dangers of irregular migration.   “This makes my dream more achievable,” she said. “Because now I get a lot of trainings, relevant trainings I have been wanting to take for a long time. … And I have the chance to learn from the U.S.”Ayalew was one of several social entrepreneurs at the Mandela event Wednesday night. The fellows are chosen as leaders who have records of “positive impact” on their communities, according to the fellowship website.  The evening featured five speakers who stood in front of a colorful array of flags to tell about how they used sports, pain, medicine and law to lead in their communities at home.On the walls hung posters of each fellow, including Bisharo Ali Mohamed, a Somali-Kenyan fellow who grew up in Isiolo, Kenya, a region populated heavily by Somalis. She said she had no problem obtaining a visa to travel to the U.S. from Kenya, which neighbors Somalia on the west.Trump’s executive order, issued in March, allows for custom officials to waive the ban if a foreign national “seeks to enter the United States for significant business or professional obligations.”"We are not asylum seekers. I'm also not an immigrant," Jelle said. "We will see in the future."
