FEATURE-Kenya's ground-down coffee farmers switch to avocado amid global boom

Friday July 6, 2018When Steve Mbugua uprooted more than 500 coffee trees on his half-acre farm in Nyeri county eight years ago, his neighbours thought he was making a mistake.The farmer replaced them with 500 seedlings of Hass avocados - for which there is now huge export demand - and today makes 400,000 Kenyan shillings (nearly $4,000) a year from his harvest.That is nearly ten times what he earned from coffee.“I knew I would make money,” he said, particularly as warmer conditions and worsening drought make it harder to grow coffee in some parts of Kenya where it earlier thrived.Unlike coffee trees, Mbugua said, avocado trees require little maintenance, and their fruit is a good earner. Coffee prices, on the other hand, have gone the wrong way: the price on global markets dropped from about $2.80 a pound in 2011 to about $1.12 today.Ads By Google And with coffee harvests also varying in the face of harsher and less predictable weather, thousands of coffee farmers are switching to avocados, said Joseph Ntere Njau, former chief of nearby Meru county, one of Kenya’s main avocado-growing areas. GROWING MARKETAvocados’ popularity has soared around the world in recent years, driven by increased awareness of their health benefits, experts say.In the United States, for instance, per capita consumption of avocado doubled in the decade to 2006, reaching 3.5 pounds (1.6 kg), and doubled again to 7.1 pounds (3.2 kg) in 2016, according to data from the U.S. Department of Agriculture.Kenyan exports of the fruit have climbed from nearly 39,000 tons in 2015 to about 47,000 tons in 2016, worth around 5.2 billion Kenyan shillings ($52 million), said James Weru, marketing manager at Fair Trade Enterprises Limited, a fresh produce exporter.Kenya is now Africa’s second-largest producer of avocados - behind South Africa, Weru said - with 7,500 hectares under cultivation. Seventy percent of growers are small-scale farmers.About one-fifth of the annual harvest is exported, he said, and goes mainly to markets in Europe and the Middle East.“(That is) due to the high demand ... as avocado is considered to be a very nutritive fruit and has a lot of health benefits,” he told the Thomson Reuters Foundation.Avocado farmer Mbugua said Kenya has a good climate for the crop, adding that the Hass varietal that he and many grow is tolerant of different rainfall conditions and easy to propagate.It also requires little labour, is resistant to pests and disease, and has a long growing season, he said. CAUTION NEEDEDWith demand continuing to climb, Weru’s company said it needs another 10,000 farmers to grow Hass avocados for export.But some caution against rushing to uproot coffee trees.Okisegere Ojepat, who heads the Fresh Produce Consortium of Kenya, a trade association representing growers and exporters in the horticulture industry, noted that avocado trees take three years to fruit, and a further two to reach maturity.“So what will farmers be doing as they wait?” he said. “I cannot advocate cutting down a tree to plant another tree.”And, he added, coffee demand would likely revive as the government and the private sector have been working to promote Kenyan coffee abroad and improve governance at cooperatives.Ojepat also warned against rushing from one perishable commodity that is seemingly in decline to another that looks to be booming. Such markets, he said, can prove unpredictable.“Often, once farmers realize that a certain commodity is fetching a premium, a majority tend to also experiment,” he said. That can flood the market and lower prices.HEALTH KICKAt his two-acre farm in Mugambone village in Meru, retired army general Gideon Gitonga is one of more than 300 avocado farmers in his area alone.His trees, planted in regimental rows, have far outperformed coffee: just seven avocado trees generated about as much income as 500 coffee trees, he said, making the decision to switch to Hass and Fuerte avocados easy.One of his mature Hass trees, he said, produces up to 1,200 fruits in a season, while a Fuerte tree gives 2,000 to 3,000. He feeds any waste to his livestock.This season he expects to earn more than Ksh100,000 from the fruit. He also keeps bees, which provide honey and help boost avocado production by pollinating the trees.Avocados are seen as a healthy food not only abroad, said Gitonga, but increasingly in Kenya too - with his family among many who enjoy the rich taste.And high demand for avocados has helped farmers like him who once earned low price for much of their produce, he said.Gitonga said he no longer has sleepless nights worrying about cash flow, while the fact that buyers come to him means he saves on transport."And (they) pay me promptly - as compared to the long wait I was compelled to (deal with) when I was farming coffee," he said. Ethiopia's Somali Regional State Denies Torture Claims

Friday July 6, 2018Ethiopia’s Somali regional government has forcefully denied allegations of systemic torture at Jijiga Central Prison, setting the stage for a potential showdown with Prime Minister Abiy Ahmed.The denial comes on the heels of an in-depth report from Human Rights Watch documenting the scope of torture at Jijiga, also known as Jail Ogaden, in the Somali regional capital.“I have seen the report. It’s not true; it’s not based on facts,” Idris Ismail Abdi, the information minister for the Somali Region, told VOA’s Somali Service this week. “It’s not like they [HRW] came here and spoke to people. This is far from the truth, and it’s fabricated,” Abdi said.Ads By Google The HRW report, based on interviews with 70 former prisoners, along with government officials, paints one of the most detailed pictures to date of the pervasive, and often depraved, use of torture in Ethiopian prisons.Hours before HRW published its findings, Ethiopia’s attorney general, Berhanu Tsegaye, announced that all prison heads in the country had been fired “for failing to discharge their responsibilities and respect prisoners’ human rights,” according to state-owned broadcaster Fana Television.That move, and a historic admission last month by Ahmed that the government sanctioned torture in violation of its constitution, could lead to a political confrontation between the federal government and the powerful Somali regional leaders.'Absolutely no rule of law'According to HRW, officials have detained thousands of prisoners at Jail Ogaden, most of whom experience routine abuse and neglect. Many of the prisoners have never been convicted of or even charged with a crime, HRW said.Officials believe that the prisoners either belong to or sympathize with the Ogaden National Liberation Front (ONLF), a prominent opposition group. ONLF has, in years past, fought the Ethiopian Defense Forces, and both groups committed war crimes in 2007 and 2008, according to HRW.On Thursday, the Ethiopian parliament removed ONLF and two other opposition groups from a list of terrorist organizations.Felix Horne is a senior researcher in HRW’s Africa division and wrote the report on Jail Ogaden. He told VOA that, although government torture has been widespread in Ethiopia, the Somali region is unique in its lawlessness.“There is absolutely no rule of law,” Horne said. “Of 70 former detainees we interviewed, only four had ever been to court. And the individuals who are responsible for abuse in Jail Ogaden, and responsible for bigger and broader abuses in the Somali region, are all the way to the highest level.”Horne said that the only way forward is for the prime minister to step in with a federal commission to provide oversight and investigate abuses. That’s within Ahmed’s authority, Horne said, and a necessary step to create lasting change.But it would likely put Ahmed at odds with Abdi Mohamoud Omar, the Somali regional president.Omar, also known as Abdi Illey, oversees the Liyu police, a special force responsible for a range of abuses against Ethiopians, particularly in the Somali region, according to human rights groups.Regional 'warlord'Hallelujah Lulie is a security researcher and political analyst at Amani Africa. The Liyu police function as a regional army, Lulie told VOA, and they were established to contain the ONLF, which has posed a longstanding political threat to Abdi Illey’s party.Lulie said that HRW’s findings are not surprising, but the extent of abuses exposed by the report is noteworthy.Dislodging Abdi Illey from power, however, might not be so easy.“His power in unchecked,” Lulie said. “He’s been running the region as a warlord, that I can say for sure,” Lulie added. “He has total control over ... the security institutions, the legislative units, all orders of regional government.”Lulie recalled one instance in which six or seven members of Abdi Illey’s cabinet rebelled against him and traveled to Addis Ababa, the capital. Abdi Illey followed them there and hijacked them back to Jijiga, Lulie said.But Horne sees limits to Abdi Illey’s authority. Upcoming elections in 2020 would provide one way to remove him from power, and his authority ultimately stems from the federal government.“Abdi Illey has overseen various abuses. He’s responsible for the Liyu Police, who engaged in many massacres, some of which have been documented by human rights groups. And he can be prosecuted under Ethiopian law for that,” Horne said.In the short term, Horne said, accountability must improve.“One thing that was pretty evident from this this research is that there is grossly inadequate oversight of regional detention facilities. And that needs to change,” Horne said.

Colombo Page Friday July 6, 2018Sri Lanka Navy has rescued three Somali fishermen who were stranded in a drifting vessel in the deep sea off the Southern coast.Sri Lanka Navy Ship Nandimithra rescued the three Somali fishermen stranded at sea about 115 nautical miles off Galle Lighthouse on Thursday (05th July 2018).Upon receipt of a distress call from the Department of Fisheries and Aquatic Resources of a Somali fishing vessel along with three persons onboard lost at sea, the Naval Headquarters promptly dispatched SLNS Nandimithra with a team of Medical Assistants to the location by 5.20 p.m. on Wednesday to rescue them. Ads By Google Having reached the location today, the Navy Medical Assistants aboard SLNS Nandimithra administered first aid to the distressed fishermen and they were safely brought to the Galle harbor by 3.45 p.m. Thursday.The three Somali fishermen have been handed over to the Galle Police after a general medical check-up.

Friday July 6, 2018In Germany and France, the authorities thwarted terrorists’ plots to attack with the deadly poison ricin. In eastern Syria, the Islamic State continued its retreat under stepped-up assaults by Kurdish militia and Iraqi pilots. And extremists in Yemen, Somalia and Libya were targeted by American airstrikes.That spate of action, over the past few weeks alone, illustrates the shifting and enduring threat from Islamic extremism around the world that will last long after the Islamic State, also known as ISIS, is defeated on the battlefield.From the scheming of lone extremists with no apparent connections to terrorist groups, like the ricin plots, to fighters aligned with the Islamic State or Al Qaeda in more than two dozen countries, terrorist threats are as complex and diverse as ever, American and other Western intelligence officials said in interviews.Ads By Google The Islamic State, in particular, is adapting to setbacks and increasingly using the tools of globalization — including Bitcoin and encrypted communications — to take their fight underground and rally adherents around the world.“If you look across the globe, the cohesive nature of the enterprise for ISIS has been maintained,” Russell Travers, the acting head of the National Counterterrorism Center, said in an interview.“There’s not been any breaking up, at least not as yet,” Mr. Travers said. “The message continues to resonate with way too many people.”The Pentagon’s latest defense strategy elevates Russia and China above terrorism in the hierarchy of national threats. Defense Secretary Jim Mattis met late last month with the four-star commanders of American Special Operations forces and troops in Africa to discuss options for halving the number of counterterrorism forces on the continent over the next three years, and assigning them new missions.Yet many counterterrorism specialists voiced concern that refocusing resources and political capital could go too far and give violent extremists time and space to regroup and rebound — much as the Islamic State did in 2013, emerging from the ashes of Al Qaeda in Iraq.“Terrorist networks have spread,” said Christopher P. Costa, a former senior director for counterterrorism to President Trump’s National Security Council.“I fear that without continuing counterterrorism pressure, where there are ungoverned spaces used as sanctuaries, there will be resurgent threats,” said Mr. Costa, now the executive director of the International Spy Museum in Washington.American allies are echoing similar fears. “Europe faces an intense, unrelenting and multidimensional international terrorist threat,” Andrew Parker, the head of Britain’s domestic spy service, MI5, said in a rare address in Berlin in May.The ledger on the Islamic State is a mix of glaring weaknesses and stubborn offsetting strengths.The Islamic State has lost nearly all of the territory it seized in 2014 in Iraq and Syria, but it still controls about 1,000 square miles, or roughly twice the size of Los Angeles, according to American officials. “There’s still hard fighting ahead,” Mr. Mattis told reporters last week.Many of the group’s senior leaders have been killed. But American intelligence and military officials warn that the Islamic State still holds sway with a potent appeal on social media for adherents, from Europe to the Philippines, to carry out attacks wherever they are.Thousands of the roughly 40,000 fighters from more than 120 countries who joined the Islamic State in battle since 2014 died in Syria and Iraq, American and other Western officials said.But many thousands more probably slipped away to conflicts in Libya, Yemen or the Philippines, or went into hiding in countries like Turkey, the officials said.“I worry about very seasoned fighters who will pop up periodically,” said Mr. Travers, who noted that the continuing turmoil in Syria makes it harder for spy agencies to monitor terrorists on the run. “Some are being tracked, some aren’t.”Even Islamic State fighters who have been caught pose a dilemma.The United States military is spending about $1 million to help detain thousands of Islamic State fighters and their family members in makeshift camps run by Kurdish militias in northern Syria, drawing the Pentagon deeper into the war-zone detention operations that it has sought to avoid. Critics fear the facilities could become breeding grounds for extremists and repeat a key security miscue of the Iraq war.The recently resumed offensive in the Middle Euphrates River Valley, called Operation Roundup, has swelled the number of people held in converted schools and office buildings to about 600 Islamic State fighters from more than 40 countries, military officials said.Only one country has agreed to repatriate its citizen-fighters, and American officials have refused to identify it, fearing the publicity would dissuade any other takers.New evidence of Islamic extremism has spread to countries that have not dealt with it before, like Mozambique and the Democratic Republic of the Congo.In the northern Mozambican province of Cabo Delgado, a group that alternates between the names al-Sunnah wa Jama’ah, Swahili Sunna or al‑Shabab, has unleashed a series of attacks on an impoverished region bordering Tanzania. Local officials said the group has no formal links with the Islamic extremist group Shabab in Somalia, but has copied many of their tactics.Since they appeared last October, the Mozambican Shabab have attacked police stations, government buildings and local villages. Last month alone, nearly 40 people died in the brutal attacks and more than 1,000 were displaced as the militants burned homes, stores and other buildings.The group’s motivations for the attacks remain unknown. It has made no public statements, nor has it claimed credit for the attacks. But military and intelligence officials said it was most likely formed in reaction to the extreme poverty in Mozambique’s only predominantly Muslim region.“We are at an inflection point in the broader campaign against terrorism,” said Laith Alkhouri, a senior director at Flashpoint, a business risk intelligence company in New York, assessing the global terrorist threat.Over the past month alone, and armed with new authorities from Mr. Trump, American Special Operations forces continue to hunt Islamic State and Qaeda operatives. In June, Mr. Trump nominated a former member of the Navy SEALs, Vice Adm. Joseph Maguire, to be the next director of the National Counterterrorism Center.On June 6, an American Reaper drone killed four Islamic State fighters near Bani Walid, Libya, about 110 miles southeast of Tripoli, Libya’s capital. A week later, another Reaper killed a Qaeda operative 50 miles southeast of Bani Walid. Ten days later, in central Yemen, American airstrikes attacked Qaeda fighters in the contested central Hadramout region.The risks of these missions was laid bare on June 8, when an American Special Operations soldier was killed and four others were wounded in an attack in southwestern Somalia against Shabab fighters.Even away from the battlefield, extremists on social media and the internet are proving to be potent. French authorities foiled a ricin plot by an Egyptian-born student in May after intercepting messages on the secure social media platform Telegram.And in Cologne, Germany, authorities acting on information from American intelligence agencies last month arrested a Tunisian man who tried to buy 1,000 castor bean seeds and a coffee grinder online. The shell of the castor bean is highly poisonous and can be used to make ricin.Plots involving ricin are not new. In 2011, for instance, American counterterrorism officials voiced increasing concern that Al Qaeda’s most dangerous regional affiliate — its branch in Yemen — was trying to produce ricin, to be packed around small explosives for attacks against the United States. The threat never materialized.Now, officials worry that the know-how from these specialized battlefield plots and operations is seeping into everyday social media conduits, where they are available for aspiring terrorists and even lone actors in their own lethal plans.Mr. Travers declined to elaborate on the German plot. But, “it does appear that the possibility of this kind of use is growing,” he said, speaking broadly of extremists’ use of chemical weapons and other poisons. “And that is a concern to all of us.”

'Istanbul' increasingly popular name for Somali girls

Friday July 6, 2018More and more people in Somalia are giving their girls the name Istanbul, inspired by Turkey’s most populous city, as Turks continue forging strong ties and sending aid to Somalia.Muhtar Mohammed, an artist in the Horn of Africa country, is one of those who named his daughter Istanbul, hailed by many as the “queen of the cities.”Mohammed told Anadolu Agency that his 7-year-old daughter is named Istanbul in honor of Turkey’s aid to Somalia in various areas.Ads By Google He named her Istanbul to remind his family and fellow Somalis of the generous support of the Turkish people, he explained, calling this a “goodwill gesture.”Turkish President Recep Tayyip Erdogan's visit to Somalia in 2011 -- repeated in 2016 -- was a pivotal moment for Somalia and a "historic message" to its people and the world, said Turkish Foreign Minister Mevlut Cavusoglu last year.Turkey sends considerable humanitarian aid to the country through several relief agencies, and last September it opened a training base in Mogadishu, set to train some 10,000 Somali soldiers."My government and our Somali people will not forget this huge help by our Turkish brothers,” Somali Prime Minister Hassan Ali Khaire said at the base’s inauguration ceremony.Another Somali who named his daughter Istanbul is Sumeyye Adussekur, who learned the name from seeing the scenic metropolis on popular Turkish TV dramas. For years Turkish TV series have been exported to over 200 countries -- part of Turkey’s “soft power” worldwide -- earning the country’s domestic television industry some $250 million, according to 2015 figures.“I really like Istanbul’s natural beauty. I even thought about changing my own name to Istanbul. Later I gave this name to my newborn daughter,” added Sumeyye. She said that she also plans to name her son after Turkish President Recep Tayyip Erdogan. A 40-year-old woman also named Istanbul says her father, who had a connection to the city, gave her the name. When she was growing up in a small village years ago, her foreign name was awkward, she said. But with the name Istanbul gaining popularity, now she loves her name, and in 2013 passed it on to her newborn daughter as well.

Ethiopia inaugurates Chinese-built electricity transmission line

Friday July 6, 2018Ethiopia on Friday inaugurated a 458-km 230-Kilo Volts (KV) electricity transmission line that will traport electricity from Alamata in the north to Legetafo in central Ethiopia near the capital city Ansddis Ababa.The transmission line was built jointly by two Chinese firms, including Sichuan Electric Power Transmission and Transformation Construction Limited (SPTTC) and Jiangsu ETERN company Limited.Speaking to Xinhua, Li Xiaodong, Project Manager of SPTTC, said the project will help Ethiopian consumers receive reliable power supply."The transmission line financed by the World Bank started in November 2017 and was completed in eight months with safety, efficiency and quality", Li said."This project built at a bid price of 20 million U.S. dollars will benefit local people," he further said.Ads By Google Girma Zeleke, Transmission, Substation, Rehabilitation and Upgrading Project Manager of Ethiopia Electric Power (EEP) on his part, said the 230 KV electricity transmission line built by the two Chinese firms is a first of its kind as it will work alongside another nearby 230 KV transmission line, helping end sporadic power cuts in Addis Ababa and other major cities.Ephrem Desalegn, Assistant Manager of Sichuan Electric Power Transmission and Transformation Construction Limited, said he's seen a steady increase in salary and job promotion, ever since he was first employed by the company five years ago."When I entered the company, I was first hired as a foreman, since then I have been able to learn job skills and learn to speak Chinese language", said Desalegn."I have learned how to work with diligence and hard work, with quality and efficiency from my five years' work experience with my Chinese superiors", he said.8

Iran executes 8 over 2017 Islamic State attack on Tehran

Saturday July 7, 2018Iran says it has executed eight people convicted over the 2017 Islamic State group attack on parliament and the shrine of Ayatollah Ruhollah Khomeini in Tehran.The judiciary’s official Mizan news agency and semi-official news agencies in Iran acknowledged the executions Saturday.Ads By Google The news agencies named those executed as Soleiman Mozafari, Esmail Sufi, Rahman Behrouz, Majed Mortezai, Sirous Azizi, Ayoub Esmaili, Khosro Ramezani and Osman Behrouz.The June 7, 2017 attack on Iran’s parliament and the shrine killed at least 18 people and wounded more than 50.Over a dozen others remain on trial over the attack, the only IS assault on Iranian soil. Iran’s paramilitary Revolutionary Guard responded to the attack by launching six missiles into eastern Syria targeting Islamic State militants.
