AMISOM condemns twin blasts in Somalia's Mogadishu

Saturday July 7, 2018The African Union Mission in Somalia (AMISOM) has strongly condemned Saturday's twin blasts in the Somali capital Mogadishu that left at least 12 people dead and 17 others injured.The AU mission said in a statement that the attack on the ministry of interior premises shows that al-Shabab terrorists have no regard for the stability and progress of the Horn of Africa nation.The first blast took place when a suicide car bomb was detonated outside the building of the interior and security ministry. The second hit near a police checkpoint adjacent to the palace.The ministry building is located in one of the most strategic areas of the city.A police officer who did not want to be named told Xinhua by phone that four gunmen involved in the attack on the building were overpowered by the security forces.Ads By Google Security sources said two employees from the ministry and four government soldiers are among the dead.The security official said four attackers carried out the attack, three of them were shot dead by security forces inside the ministry building while the other attacker blew himself up.The latest attack came amid heightened security in the Somali capital following the deployment of more security forces and erection of security roadblocks along key roads.Al-Shabab terror group has claimed responsibility for the latest attack which comes despite increased military operations against the militant group across the Horn of Africa nation.

The stand-off between Somaliland and
Puntland forces near Tukaraq in Sool reminds many Somalis of early 1990s.
It was the time Somali political leaders' failed to spare Somali citizens horrors
of a civil war. What makes Puntland-Somaliland stand-off different is
that Somaliland has taken a leaf from Somalia's 1960s book but modified it: Its
irredentist claims are not made against a neighbouring country; it is made
against a country Somaliland is a part of. The UN Secretary General urged
Somaliland President to talk to Mogadishu about secession. Talks will not bear
any fruits if Somaliland's starting point is that it is a sovereign state and
its border with Somalia was demarcated in 1894. President Muse Bihi
of Somaliland does not seem to have put a lot of thought into implications of
this argument for people in ex-British Somaliland. Colonial borders
principle was invoked against Somalia in favour of Kenya and Ethiopia in line
with the AU ( then OAU) charter. The same principle will not be invoked against
Somalia when Somaliland is questioning the sovereignty of Somalia.

Somaliland Minister for  Foreign Affairs,
Dr Saad Ali Shire, emphasises in his statements Somaliland' history as a
Protectorate  he forgets that, in the declaration
of  independence on June 26 1960, The British Colonial Office made
reference to   "tribes" it provided protection on the
basis of agreement the British Empire signed with elders of Somali “tribes” .
In reports from the British Colonial Office,  the British colonial
administration referred  to those clans as
"our tribes". The late Ali  Garad Jama accompanied the
delegation from the ex-British Somaliland who went to  London to witness
the independence declaration. He did not belong to a "tribe" that Britain
granted independence after termination of the “protection” agreement. 
What identity did Ali Garad Jama have under the British rule in the
ex-British Somaliland? His identity was similar to that of people in
territories the British Empire designated as enemy territories: Ex-Italian
Somaliland under British Military Administration, and Ethiopia after the
defeat of Mussolini in the Horn of Africa.  
 
Somaliland accuses Puntland of claiming territories
on grounds of  shared clan affiliation.  By making reference to agreements some
clans signed with the British empire almost 150 years ago it is  laying claim on disputed territories on the
basis of   similar reasoning . Somaliland's reference to
Protectorate agreement excludes clans that have not signed agreement with the
British. This reference to colonial history   put northerners at
a disadvantage when it comes with negotiating with southerners. Northerners did
not have political leaders who prepared   them for independence.
Traditional leaders wielded influence under the  British indirect rule in the
North.  Northerners had to embrace the Somali political identity created
by Somali Youth Leagued (SYL). Somali political identity was conceived
without any reference to clan identity. SYL leaders knew that citizenship, not
kinship,  must be the foundation of the nation state they aspired to build.
 
 

SYL spurned clan identity in state-building 
Agitation for independence was a crime in the
ex-British Somaliland but in the South under the British Military Adminstration,
SYL emerged and as a result created the Somali political  identity.  In his biography on Adam Abdulle Osman, the first President of Somalia
and his second Prime Minister, Abdirizak Haji Hussein Professor Abdi 
Ismail Samatar quotes the late Mohamed Salah Deer ‘Ladane’  who, along with  Axmed Aloore, arranged a lodging for Michael
Mariano and Lewis Clement Salool, both of them lawyers. “Mariano and
Salool wrote all the [SYL] party petitions” writes Professor Abdi Samatar.     The North
did not have a nationalist party similar in stature to SYL. That is why SYL
became the ruling party of Somalia during  Somalia's experiment
with parliamentary democracy.  
Somaliland government is not only at loggerheads
with Mogadishu over sovereignty. It is against the dispensation endorsed by the
UNSOM. As the map below shows Somaliland is represented within the Federal
Parliament of Somalia by MPs.  Puntland federally represents people
in territories currently designated as disputed territories. 
There is another dimension to the identity question
raised by Somaliland argument. Why does Somaliland seek to saddle with a
unionist from  North Somalia with the commitment
to deny a Somali from South Somalia – Mogadishu, Baydhaba, Garowe, for example,
— citizenship rights he/she enjoys in any part of North Somalia? Signing up to
Somaliland political identity entails violation of citizenship rights of compatriots
from South Somalia.
 
 
 
 Somaliland would
have its argument for secession enhanced  had it showed respect for international norms.
Solution to the territorial dispute between Somaliland and Puntland
administration lies in the adoption of a new approach to diffusing the
tension.  The disputed territories could be
run by a third party as a Special Administered Territory (SAT). Somaliland government
should bear in mind that it is people in disputed territories who are paying a
price as a result of its demand for secession.

ADDIS ABABA, Ethiopia — Ethio­pian Prime Minister Abiy Ahmed traveled Sunday to Eritrea, once a bitter rival, for an unprecedented summit with its longtime leader, Isaias Afwerki.
State Eritrean television showed an Ethio­pian Airlines plane landing at the sparse airport in the Eritrean capital of Asmara, where a brass band was drawn up to greet the prime minister for the first such visit in two decades.
The two Horn of Africa neighbors have been sworn enemies for the past 20 years since fighting a brutal ground war from 1998 to 2000 that saw at least 70,000 killed. In the intervening years, the two sides have clashed repeatedly and supported rival rebel movements.
Abiy was greeted by Isaias himself at the airport and they strode past the uniformed band and honor guard, occasionally smiling and laughing together — a marked contrast to the Eritrean president’s normally stone faced public appearances.
The two men were welcomed by women in traditional dress waving palm fronds as well as rows of officials before they retired to the airport VIP lounge and sat beneath portraits of themselves sipping juice.
Before departing from the airport, Abiy waded into the crowd of welcoming women and exchanged hugs.

As the convoy of vehicles carrying Abiy passed through downtown Asmara, crowds lined the street and cheered loudly, spilling into the road and slowing the cars to a crawl.
The change in relations between the two countries has stunned observers. For the first time in decades, Ethio­pian flags adorned the streets of Asmara and other cities in preparation for Abiy’s visit, according to photos tweeted by Natalie Brown, the U.S. chief of mission in Asmara.
The rumored visit was confirmed by Abiy’s chief of staff, Fitsum Arega, on Sunday morning.
“Abiy Ahmed has left to Eritrea, Asmara today to further deepen efforts to bring about lasting peace between the people of Ethiopia & Eritrea,” he tweeted. “Our two nations share a history & bond like no other. We can now overcome two decades of mistrust and move in a new direction.”
Nearly 30 years ago, the future leaders of the two countries were comrades in the struggle against Ethiopia’s communist dictatorship. But after its overthrow and Eritrea’s declaration of independence, relations soured despite close cultural and linguistic ties.
Ethi­o­pia’s new reformist prime minister, Abiy, broke the deadlock between the two countries on June 5 by accepting the 2000 peace agreement that ended the war, which would involve ceding territory still held by Ethi­o­pia.
Events moved quickly after that, with Isaias accepting the overtures as a “positive” move and sending a delegation led by his foreign minister to Addis Ababa a week later. Now there has been talk of reopening long-closed air links between the two countries this year.
The summit will probably involve negotiations on how to begin the complex process of returning territories to each other and separating populations as well as restoring ties.
Under Abiy, Ethi­o­pia appears to be embarking on a new path of reform, but Eritrea has been characterized as one of the most authoritarian states in Africa.
For much of the last 20 years, Eritrea has been focused on its conflict with Ethi­o­pia with substantial spending on its military and indefinite mandtory military service that has sent hundreds of thousands Eritreans seeking to immigrate to Europe.
The meeting “heralds a new era of peace & cooperation,” Eritrean Information Minister Yemane Meskel tweeted Sunday.
In interviews broadcast live on Eritrean state television interviewed, people praised the visit and welcomed peace between the two countries.
“Peace is everything,” said an elderly man wearing a turban and sunglasses.

Sunday July 8, 2018urkish authorities ordered the dismissal of more than 18,500 state employees including police officers, soldiers and academics, in a decree published on Sunday.The Official Gazette said 18,632 people had been sacked including 8,998 police officers in the emergency decree over suspected links to terror organisations and groups that “act against national security”.Some 3,077 army soldiers were also dismissed as well as 1,949 air force personnel and 1,126 from the naval forces.Another 1,052 civil servants from the justice ministry and linked institutions have been fired as well as 649 from the gendarmerie and 192 from the coast guard.Authorities also sacked 199 academics, according to the new decree, while 148 state employees from the military and ministries were reinstated.Turkey has been under a state of emergency since the July 2016 attempted overthrow of President Recep Tayyip Erdogan.Ads By Google Turkish media dubbed the decree as the “last” with officials indicating the state of emergency could end as early as Monday.The emergency has been renewed seven times and the latest period is officially due to end on July 19.Over 110,000 public sector employees have been removed previously from their jobs via emergency decrees since July 2016 while tens of thousands more have been suspended in a crackdown criticised by Ankara’s Western allies.Turkey accuses US-based Muslim preacher Fethullah Gulen of orchestrating the attempted coup. The majority of those fired under the emergency are accused of links to Gulen.The government refers to the movement as the “Fethullah Terrorist Organisation”. Gulen strongly denies any coup links and insists his movement is a peaceful organisation.Sunday’s decree shut down 12 associations across the country as well as three newspapers and a television channel.Human rights defenders including Amnesty International have lambasted the purges as arbitrary but Turkey says they are necessary to remove the Gulen movement’s infiltration of state bodies.Earlier this year, the government said more than 77,000 people had been arrested over alleged links to Gulen.

At least 64 killed in Japan after 'unprecedented' rain, dozens missing

Sunday July 8, 2018Kurashiki, with a population of just under 500,000, has been hit hardest by the torrential rains that pounded some parts of western Japan, causing the highest death toll since 2014.Scores of patients, some still in their pajamas, and nurses were rescued from the isolated Mabi Memorial Hospital in boats rowed by members of Japan’s Self Defense Forces. “I’m most grateful to rescuers,” said Shigeyuki Asano, a 79-year-old patient who spent a night without electricity or water.“I feel so relieved that I am now liberated from such a bad-smelling, dark place,” said Asano.A city official said 170 patients and workers had been evacuated from the hospital and another 130 people, including 70 patients, were waiting to be rescued.Television footage showed a massive rescue operation, with some 1,850 people isolated in the city, according to public broadcaster NHK. Kyodo news reported that most people had been rescued in the city by 1400 JST (0500 GMT) The overall death toll from the rains in Japan rose to at least 69 on Sunday after floodwaters forced several million people from their homes, media reports and the Fire and Disaster Management Agency said.The death toll is the highest caused by water disasters since 2014 when 77 people were killed in heavy rain which set off landslides in Hiroshima in western Japan.Another 61 were missing, NHK said, and more rain was set to hit some areas for at least another day.The rain set off landslides and flooded rivers, trapping many people in their houses or on rooftops.“We’ve never experienced this kind of rain before,” an official at the Japanese Meteorological Agency (JMA) told a news conference. “This is a situation of extreme danger”.Among the missing was a 9-year-old boy believed trapped in his house by a landslide that killed at least three others, including a man in his 80s.“All I have is what I’m wearing,” a rescued woman clutching a toy poodle told NHK. “We had fled to the second floor but then the water rose more, so we went up to the third floor”.Japan’s government set up an emergency management center at the prime minister’s office and some 54,000 rescuers from the military, police and fire departments were dispatched across a wide swath of southwestern and western Japan. “There are still many people missing and others in need of help, we are working against time,” Prime Minister Shinzo Abe said.EVACUATION ORDERSEmergency warnings for severe rain had been lifted by evening, but there were still advisories for heavy rain and landslides.Evacuation orders stayed in place for nearly 2 million people and another 2.3 million were advised to evacuate, although rain had stopped and floodwaters receded in some areas.Landslide warnings were issued in more than a quarter of Japan’s prefectures.The rain began late last week as the remnants of a typhoon fed into a seasonal rainy front, with humid, warm air from the Pacific making it still more active - a pattern similar to one that set off flooding in southwestern Japan exactly a year ago that killed dozens. A decision about next week would be made on Monday, it said.While the Japanese government monitors weather conditions closely and issues warnings from an early stage, the fact that much of the country outside major cities is mountainous and building takes place on virtually every bit of usable land leaves it vulnerable to disasters.

Arrest and release of Somaliland poet puts spotlight on regional troubles

Sunday July 8, 2018Poets, writers and bloggers have recently been on the receiving end of political crackdowns in the self-declared independent state of Somaliland. Surges often occur around elections, and most recently due to assertive nationalist rhetoric ramped up by Somaliland and Somalia and regional insecurity.Somaliland declared itself an independent state in 1991 after the collapse of the Somali following the overthrow of military dictator Siad Barre. The international community regard Somaliland as an autonomous region of Somalia. They don’t recognise it as an official state.The arrest earlier this year in Somaliland of Naima Qorane (27) highlights the fragility of the situation between Somaliland and Somalia. Although a Somalilander, the poet is a rare outspoken activist for unity between the two regions. Much of her poetry addresses the lost unity of Somalia.Ads By Google Qorane also holds a Somali passport and lives in Mogadishu. Her arrest in Somaliland’s capital, Hargeisa, followed reports of death threats due to her “Somalia Unity” cause. Three months later, she was found guilty of bringing the nation or the state into contempt. Qorane was sentenced to three years in prison.There was an international outcry about her deplorable detention conditions as well as allegations of maltreatment. Following the media coverage, and appeals by her father, she was released on 7 May by presidential pardon.In both Somaliland and Somalia arrests of dissenters have surged since 2017, as new administrations seek to consolidate authority. In Somalia key opposition figures report assassination attempts in a tense political and security environment.Deteriorating relationsArrests surge amid deteriorating relations between Somaliland and Somalia. This is due in part to increased bilateral engagement and foreign investment in both countries. Somaliland, with a 3.5-million population, has all the trappings of a state. It has a fully functioning army, government, and foreign investment is coming in.But the lack of formal international recognition leaves it increasingly insecure in relation to the larger Somalia, which has a population of 10.8 million, and has secured sizeable aid flows since 2012. The 2017 election of Mohamed Abdullahi “Farmajo” Mohamed in Somalia and renewal of the aid compact has pushed the country to assert its territorial claims as the government seeks to consolidate authority and spearhead state-led reconstruction.The two regions’ conflict over irreconcilable visions of the state and new alliances have increased hardline policies. New administrations on both sides have seized these in order to build internal legitimacy given the zero-sum nature of politics.Accusation and counter accusationSomaliland often accuses Somalia of interfering in its internal political affairs. It claims that Somalia uses Somalilanders in Mogadishu to mobilise dissent back home.Qorane’s case was therefore not that unusual, but the harsh sentencing was. Somaliland’s new president, Muse Bihi Abdi has responded with increasingly heavy-handed tactics towards political dissent.TV journalist, Mohamed Digaale was arrested in February 2018 for interviewing the newly-elected Somali President Mohamed Abdullahi Mohamed.On April 16, author Mohamed Kayse Mohamoud was sentenced to 18 months for “insulting the President’s honour”. Mohamoud referred to Abdi as a “local” president. Ten days later a traditional elder Osman Burmadow was sentenced to five years for attending a ceremony in neighbouring Puntland. Like Somaliland, Puntland is also a self-declared independent state. It’s in northeast region of Somalia.Unlike Qorane, they were detained for much longer.Hardline policyQorane’s arrest and imprisonment indicates a more hardline policy by Somaliland towards cross-border movements to and from Mogadishu. The restrictions will have political as well as financial implications for the small state. Somalilanders frequently travel for business and employment.A hardening of boundaries also risks further marginalising key groups that support (conditionally) Somaliland’s national agenda. It will reinforce the growing perception that politics in the region is not consensual.In the immediate term, this doesn’t bode well for talks with Somalia. Armed conflict in the disputed region between Somaliland and Puntland has worsened.Somaliland had suspended talks with Somalia in March after it rejected a USD$422 million port agreement. The deal was signed between Ethiopia, Somaliland and DP World, a United Arab Emirates logistics port company. The agreement included plans for a UAE military base in Somaliland’s Berbera port regionally.The indefinite postponement of talks is not unusual. Since commencing in 2013, talks have been frequently postponed over the slightest provocation.Signal to dissentersIn Somaliland, Qorane’s arrest was both a signal to political dissenters and a cautionary message to Somalia. It also served in Somaliland to unify the people behind the national agenda in a period of transition while justifying the suspension of rights and dialogue. This is a common political tactic used in times of political crisis.As relations worsen between Somaliland and Somalia, both administrations are becoming less tolerant of ambiguity regarding territorial and national allegiances. This has implications in the immediate term for conflict as well as prospects for more constructive engagement.
