Mr Mohamed Hassan Mumin, a peace elder from Wajir County who dressed former US President Barack Obama in traditional Somali outfit in 2006, is now seeking to meet him.

Yesterday, Mr Obama held talks with President Uhuru Kenyatta and opposition leader Raila Odinga before proceeding to his father's ancestral home in K’Ogelo.
Ads By Google During Mr Obama’s visit to Wajir County in 2006, when he was Illinois Senator, Mr Mumin dressed him in traditional attire that comprised a Somali head dress and robe, Barki (traditional pillow) and a walking stick. Images of the occasion were later used by Mr Obama’s opponents to depict him as a radical Muslim whose name was similar to that of Al-Qaeda leader Osama bin laden.
This drew mixed reactions from Kenyans, with Wajir County elders demanding an apology from the US government. Mr Mumin was then chairman of Al-Fatah peace group.
In an exclusive interview with the Nation, Mr Mumin said previous efforts to meet Mr Obama when he visited the country as US President were unsuccessful. He said he went to the US ambassador’s office in Nairobi but his wishes were not granted.
“I blessed Mr Obama when he was a senator and he ended up ruling America for two terms. I now want to bless him to be the leader of peace in global hotspots such as Syria, Palestine, Afghanistan, South Sudan and Somalia,” he said.
Mr Mumin is widely credited with bringing to an end bloody inter-clan clashes between Degodia and Ogaden in Wajir in 1993.

Monday July 16, 2018One of three schoolgirls who left the UK to join ISIS in Syria is feared to have been killed in an airstrike.Amira Abase was one of the trio who were captured on camera in a UK airport before flying to Syria.Now, her mother reportedly fears the teenager is already dead.Fetia Hussen says she lost the mobile phone app communication she had with Amira last summer.She was only 15 when she made the journey to Syria and is now feared to have been killed in an airstrike.Amira is the second of the 'Bethnal Green jihadi brides' feared to have been killed.She and pals Kadiza Sultana and Shamima Begum left their families in east London during the Easter hoidays more than three years ago.The Mail on Sunday has reported she is believed to be dead. She is gone and we would like to respect her wishes."The families of all three Bethnal Green schoolgirls made headlines in February 2015 after making a series of desperate public appeals for information on the missing teenagers.It is believed that all three wed fellow foreigners who were fighting for the Islamic State, reports The Mirror .Khadiza's husband was an American national of Somali origin who died late last year.All three families were represented at the time of the schoolgirls' disappearance by lawyer Tasnime Akunjee, who said: "Leaving ISIS is like trying to escape from Alcatraz, with a shoot to kill order added in."It's devastating for the family that it ended like this."Perhaps the only benefit out of this is as a tombstone and a testimony for others of the risks of actually going to a warzone, to dissuade people from ever making that choice."The Bethnal Green schoolgirls were among more than 800 Britons believed to have left the UK to join Isis or other militant groups in Syria and Iraq.It is thought that at least 250 have since returned.Metropolitan Police Commissioner Sir Bernard Hogan Howe told MPs in 2015 the Bethnal Green trio would be unlikely to be prosecuted if they returned to Britain unless there was evidence they had committed any specific crimes while with ISIS.The fate of the last of the girls, Shamima, is still unknown, but it is believed she continues to live in Raqqa.

Deepening Military Ties Solidify China’s Ambitions in Africa

In late June, top military officials from Mali, Sierra Leone, South Sudan and dozens of other African countries gathered to discuss defense strategies and security threats.
The meeting didn’t take place in a major African city, but thousands of kilometers away, in Beijing, China.
The occasion was the inaugural China-Africa Defense and Security Forum, a high-profile showcase of expanding military partnerships hosted by China’s Ministry of National Defense.
Ads By Google The forum, which concluded July 11, solidifies China’s standing as a key security partner for Africa and coincides with a raft of economic and political moves that have deepened its involvement across the continent.
Ideology, economics, politics
Paul Nantulya, a research associate at the Africa Center for Strategic Studies who focuses on China-Africa relations and security, told VOA that China’s military involvement in Africa blends ideology, economics and politics.China’s presence on the continent dates back to the liberation struggles of the 1960s, when it supported anti-colonial and anti-apartheid movements in South Africa, Algeria, Sudan and other countries based on what Nantulya called “ideological concerns.”
When former Chinese leader Deng Xiaoping came to power in the late 1970s, unprecedented reforms set the stage for China’s ascent as an economic powerhouse.
China’s new global posture influenced its engagement in Africa, Nantulya said, bringing economic and political layers to relationships that had previously been one-dimensional.
“The military engagement that China has on the continent has become much more complex than merely just an extension of its ideological concerns,” Nantulya said.
“Increasingly, we’re also beginning to see military-to-military exchanges between African countries and China, and these exchanges cover a whole range of issues, from peacekeeping to disaster response, to military building, army building, professional military education,” he added. “So, it’s a much bigger portfolio.”
Clear goals
African military officials at the defense forum told CGTV, a Chinese state-run broadcaster, that they have well-defined expectations of their partnerships with China.
“What we require from China, which is made very clear, is for them to provide us with the partnership, with the support, with the expertise, with the technical capability, with the capacity-building, with infrastructure, for us to be able to do the job ourselves,” said Lt. Gen. Masanneh Nyuku Kinteh of the Gambia Armed Forces.
But if African nations see in China a strategic partner, China sees, at least in part, potential customers. That’s because China is a major player in the global weapons supply chain, Nantulya said, and it’s looking for markets.
Chinese manufacturers have used their growing presence in Africa, along with generous government subsidies, to produce military hardware that’s both cheaper and easier to maintain than their competitors.
Whereas Western countries focus on heavy hardware — jets, tanks, rockets — China’s niche has long been small arms, including pistols and AK-47 assault rifles, Nantulya said.
They sell these, along with ammunition, bullet-proof armor and unmanned aerial vehicles, not just to African militaries but also to police and intelligence forces.
One example of a close arms relationship is with Sudan, a country whose military industry China helped develop. Algeria, Mozambique and Zimbabwe also import many Chinese arms. And that portfolio is becoming more diverse, including tank deals and accompanying technical training with South Sudan and Uganda, Nantulya said.
Party-to-party
China’s military engagements span the continent, from traditional partners such as Angola, Libya and Tanzania, to more recent relationships with Kenya, Ethiopia and Djibouti.
In each case, China seeks to strengthen its military-to-military connections with party-to-party ties, Nantulya said. “China invites officials of these ruling parties in these different countries to Beijing. This is a program that is run by the [Central] Party School,” he added, referring to the institution that trains officials for the country’s Communist Party.
Through this year-round program, China promotes its ideologies and large-scale initiatives, combining political propaganda with defense strategy and tactics.
One example in which many saw Chinese political and security interests mesh was the abrupt fall from power last November of Robert Mugabe, who had led Zimbabwe for 37 years. Many analysts suspected that China played a role in what some considered a military coup.A visit by Constantino Chiwenga, then the chief of the military, to Beijing days before Mugabe was put under house arrest stoked those rumors. But shortly after Zimbabwe’s military seized control, Geng Shuang, a Chinese Foreign Ministry spokesperson, told Reuters that the visit “was a normal military exchange.”
Chiwenga now serves as Zimbabwe’s vice president.
‘Cult of defense’
China casts itself as a different kind of partner for African countries eager to see their sovereignty respected. Rather than make development aid contingent on political reforms or project overt military power, China pursues its security goals indirectly.
One venue that’s served as a springboard to a deepening military presence is the Belt and Road Initiative (BRI), China’s trillion-dollar global development program, which has been the backdrop for many of China’s emerging relationships in Africa.
The BRI projects, including railways, dams, ports and a sprawling new free-trade zone in Djibouti, have the potential to accelerate Africa’s industrialization. In many cases, they also entail an ongoing Chinese presence and an investment that needs protecting.
“This is a huge — a massive — footprint,” Nantulya said. “And so China is coordinating its military approach to be able to secure some of those interests.”
China has also become more involved in peacekeeping missions to expand its military footprint.
“They’ve been much more willing to deploy peacekeepers in places like Sudan, in Darfur, [and in] South Sudan. They’ve been much more willing to take those kinds of risks. But those kinds of risks also come with demands,” Nantulya said.
No-strings-attached engagement without political preconditions has, so far, been an effective strategy for China. But it has also restricted the moves China can make and how it presents itself to prospective partners.“China has been captive to what one would call a ‘cult of defense,’” Nantulya said.
That would preclude making pre-emptive strikes or other overt shows of power. China considers its base in Djibouti, for example, a “logistics facility.”
But China is part of an elite group of countries that has such overseas bases. And at least one stipulation accompanies all its deals: Countries must sever diplomatic ties with Taiwan, a country that China considers its own territory.
Equal partner?
To build solidarity, China presents itself as a developing country on par with partners in South Asia, Latin America and Africa.
Maj. Gen. Ibrahima Dahirou Dembele from Mali highlighted shared interests at the Defense Forum, saying, “We are close to China both culturally and historically, and in facing challenges.”
But the size of China’s economy surpasses all of Africa combined, and a recent report by The New York Times on a port transfer in Sri Lanka shows that China can be an aggressive strategic partner.In the past decade, China has embraced a more assertive stance around the world, Nantulya said. That’s evident in its intelligence, defense and security strategies, and embedded in its foreign policy.
But China’s “equal partner” narrative has endured.During a Defense and Security Forum speech that aired on CGTV, Wei Fenghe, China’s national defense minister, said, “China and Africa’s countries are developing nations. It’s truly fair to say that we are for a community of shared future.”
It’s a sentiment that recalls China’s ideologically driven involvement on the continent in the 1960s and continues to resonate, despite ambitions that have become far bigger and more complex.

OTTAWA — Canada’s largest full-line department store chain, the Hudson’s Bay Company, has pulled clothing, shoes and other merchandise bearing Ivanka Trump’s fashion brand from its website and said it would wind down their sale in its stores across the country.

The move by the retailer, which also owns Saks Fifth Avenue and Lord & Taylor in the United States, comes at a time when many Canadians say they are boycotting American products because of President Trump’s decision to impose tariffs on Canadian steel and aluminum as well as his repeated insults of Prime Minister Justin Trudeau. The decision to drop the brand was reportedly made last fall.
Ads By Google More than 2,000 Canadians responded to a recent request from The New York Times for their reaction to Mr. Trump’s actions with a mix of anger, betrayal, bafflement and sadness. Many of those people said they would go out of their way to keep American products off their shopping lists.
Hudson’s Bay has also been targeted by several campaigns, including Grab Your Wallet, that urge consumers to stay away from retailers that offer Trump family merchandise.
Ms. Trump’s merchandise vanished from the website of Hudson’s Bay on Friday. Its store in downtown Ottawa, however, continued to display several racks of Ivanka Trump brand clothing, and Canadian news media indicated that was the case in other cities.
In a brief statement, Hudson’s Bay made no reference to boycotts and declined to comment on their effect. Instead, it suggested that Ms. Trump’s brand was not particularly successful.
“Hudson’s Bay is phasing out this brand through the fall based on its performance,” the company said. “As part of our regular course of business, we review our merchandise offerings and make appropriate changes.”
Hudson’s Bay told the company that markets the Ivanka Trump brand last fall that it would be dropping its products, months before Canadian anger toward Mr. Trump came to a boil because of his trade actions and his behavior following the Group of 7 summit meeting hosted by Mr. Trudeau.
While Ms. Trump has resigned from her management roles at the company that bears her name, financial disclosures show that she made more than $5 million from it last year.

AMISOM to extend training mission for Somali traffic police officers to Federal states

The African Union Mission in Somalia (AMISOM) will train traffic police officers in Mogadishu and the federal states on managing road traffic which is on the increase in major towns.
A road safety sensitization campaign targeting various users will also be launched soon.
The announcement was made by the Acting AMISOM Police Commissioner, Christine Alalo, while closing a 10-day training, organized by the Mission, for 25 traffic police officers, drawn from various police stations in the city.
“Depending on funding, we intend to extend this training to every traffic police officer in Mogadishu and the federal member states,” Ms. Alalo stated.
She noted that the traffic police officers will play a major role in the sensitization campaign both at the federal and state levels.
Ms. Alalo explained that the objective of the training was to address the traffic challenges currently faced due to increased number of vehicles and other modes of transport on the city’s roads.
“When you see so many vehicles; Bajajs (motor cycle cabs) and donkey carts in the town, it comes with challenges and the challenge is the indiscipline on the road,” Ms. Alalo observed.
She urged the officers to work closely with community members to not only help in strengthening the rule of law but also promoting peace and security.
Somali Police Force Commissioner, Gen. Bashir Abdi Mohamed, who also attended the meeting, lauded AMISOM for facilitating the training, which he noted, will help the officers in enforcing traffic rules.
“I want you to go back to your respective stations and apply what you have learnt and also share the same knowledge with your colleagues at your work place. I want to see real change in the traffic department,” Gen. Mohamed stated.
It is expected that the training will enable the officers enforce traffic laws to curb indiscipline on roads and also minimize accidents.
Several participants hailed the training, noting that the skills and knowledge acquired will help them in discharging their duties.
“I benefited a great deal from the training. It was interactive and we exchanged and shared ideas. We will share what we learnt with our colleagues in our places of work,” Captain Ali Shidane Balel stated.
Ms. Fawsiya Afkul Ibrahim, also hailed both the SPF and AMISOM leadership for organizing the training, adding that the exercise should also be extended to the regions.

NISA chief suspends his two deputies

The commander-in-chief of Somalia’s National Intelligence and Security Agency, known as [NISA], Hussein Osman Hussein has suspended two of his deputies on Monday.
In a decree from his office, NISA boss indicated that he sent home Abdalla Abdalla Mohamed and Abdikadir Mohamed Nor after considering the security challenges in the spy agency.
Hussein has not revealed the reason behind the suspension of the two powerful officials but the decision comes after Al-Shabaab carried out series of explosions in Mogadishu the recent few weeks.
There were no replacements announced in the statement by NISA commander.

Monday July 16, 2018Eritrea reopened its embassy in Ethiopia on Monday in further evidence of a rapid thaw between two countries that a week ago ended two decades of military stalemate over a border war in which tens of thousands died. Ethiopia’s Prime Minister Abiy Ahmed and Eritrea’s President Isaias Afwerki re-opened the embassy in the capital Addis Ababa in a brief ceremony, a Reuters witness said. One week ago the leaders declared their “state of war” over and Isaias spent the weekend in Ethiopia.The rapprochement could help Ethiopia, a landlocked country of 100 million people with the largest economy in East Africa, by making access to Eritrea’s ports possible. Better ties could help Eritrea overcome decades of relative isolation. The leaders jointly raised the Eritrean flag inside a newly refurbished embassy as a military band played Eritrea’s anthem. They then toured the building and looked at its furniture and two rusting cars that belonged to Eritrea’s last ambassador.In a tweet Eritrea’s information minister, Yemane Meskel described the reopening of the embassy as “yet another milestone in the robust and special ties of peace and friendship both countries are cultivating with earnestness in these momentous times.”Isaias left Addis Ababa to return home soon after re-opening the embassy.The Eritrean leader arrived in Addis Ababa for a three-days visit on Saturday and thousands lined the Ethiopian capital’s main thoroughfare Bole Road, sporting T-shirts emblazoned with the pictures of both countries’ leaders.The visit comes just days after Abiy visited Eritrea and signed a pact with Isaias on resuming ties, a move that ended a near 20-year military standoff after a border war.Eritrea formally seceded from Ethiopia in 1993 after a long battle for independence, but the two fought a border war in 1998 that claimed lives of at least 80,000.A peace deal was signed two years later but Ethiopia refused to implement it, saying it wanted more talks.The armies of both nations have both been facing off across their border since the war ended and security dominates both countries concerns.The rapprochement was set in motion after Abiy in April became Ethiopia’s prime minister. Abiy said he would accept and implement a boundary commission’s ruling on the Eritrea border and implement sweeping political and economic reforms.Abiy’s chief of staff, Fitsum Arega, said in a tweet better ties “will create the ideal conditions to address remaining strategic issues in the shared interest of the two nations.”
