Somalia Calls on South Africa to Protect Immigrants

JOHANNESBURG — Somalia Prime Minister Abdi Farah Shirdon is calling for South African President Jacob Zuma to take urgent action to prevent more violence against the Somali business community in South Africa. The call follows deadly attacks the past week against foreign business owners in Johannesburg and Port Elizabeth.
Somali shopkeeper Abdi Ahmed died in the worst way imaginable, according to his brother Issa, who stumbled upon his dying brother shortly after they were attacked by a mob last week in the South African city of Port Elizabeth.
“His body was mutilated,” he says. “There were wounds from knives, stones, and machetes.”  He says, “you would not think he was killed by human beings.  My brother was killed by animals; he looked as if he was eaten by a hyena, not human beings.”
Ahmed is one of dozens of Somali shopkeepers who have been targeted in South Africa recent months.  The Johannesburg township of Diepsloot also recently saw violence against Somali shopkeepers.
This killing and others like it in South Africa has prompted Somalia’s prime minister to call on South African President Jacob Zuma to intervene to protect the community.
President Zuma’s spokesman did not answer calls seeking comment, but the youth wing of his ruling African National Congress has condemned the attacks and called for action.
“I think there needs to a serious education that happens with our communities, especially, that we have always been seen as being an integrated society.  A well-integrated society is part of Africa.  And I think that is the education that we need to bring about, and also try and encourage our people and educate them to actually be tolerant,” said ANC Youth League spokesman Bandile Masuku.
Braam Hanekom is director of the non-profit group People Against Suffering, Oppression and Poverty.  The group works to protect and promote the rights of all refugees, asylum seekers and immigrants in South Africa.
Hanekom says the Somali community is definitely often targeted because they set up cash businesses in poor areas, but he disputes newspaper accounts that referred to the killings as a “genocide.”
“It is true that there has been a really a shockingly high number of Somalis who are being murdered by criminals and targeted.  Sometimes there are clear indications that competitors are involved in the assassinations and murders and lootings, muggings.  But to classify it as a genocide is quite a harsh terminology, because the attacks are very much to do what Somalis are doing rather than what they are,”  Hanekom said.
Port Elizabeth resident Dino Jilley has lived in South Africa for nearly half his life and is provincial chairman of the Somalia Association in South Africa.  He says South African police are largely not to blame.
“Ninety percent of the policemen, they are not happy what is happening and they are fighting 24 hours day and night,” he said. “They are not happy, they are doing their job.  But you will get 10 percent who say, ‘Ah, at the end of the day, you are a foreigner, you come to this country, you must expect the consequences, you must expect whatever problem will face you, we have got nothing to do.’  But the majority, I would say – because I grew up in this country – the majority I would say, the police are working, working hard and trying to do their job.”
And in some ways, Hanekom noted, the problem also lies in Somalia.  The nation has been in a state of violence and chaos for more than two decades, prompting refugees to flee in droves.

UN: Fewer abuse cases reported in Somalia

$

New York – The number of children killed, maimed, abused and recruited to fight in Somalia dropped by more than half in the first quarter of 2013 due to less fighting between Islamist Al-Shabaab militants and government forces, the United Nations said on Monday.
In a report to the UN Security Council on Somalia, UN Secretary-General Ban Ki-moon said there had been 552 verified “grave violations” against children between January and March, down from 1 288 cases during the same period in 2012.
Almost two-thirds of the violations were committed by Al-Shabaab militants, who affiliated themselves with al-Qaeda in February last year, while the rest were blamed on the Somali National Security Forces, the report said.
“The downward trend in killing, maiming and recruitment are attributed to the decrease in open fighting between Al-Shabaab and government forces, while the rate of abductions remains worryingly high,” Ban said in the report.
“The (Somali forces) and allied militia were the main perpetrators of killings while Al-Shabaab committed the most abductions, recruitments, sexual violence and attacks on schools,” he said.
The United Nations said 37 children had been killed, 63 children maimed, 219 recruited to fight, 19 sexually abused and 205 abducted, while there had been seven attacks on schools and one on a hospital.
Somali troops are in the process of releasing 41 children to the UN children’s agency, Unicef, for reintegration and the United Nations is working with the Somali government to stop the recruitment, use, killing and maiming of children, the report said.
“Civilians continue to bear the brunt of continued fighting in Somalia,” Ban said.
Somalia is emerging from two decades of anarchy, and security gains in the past two years have been made largely thanks to African peacekeepers spearheading the fight against Al-Shabaab.
An African Union peacekeeping force – made up of troops from Uganda, Burundi, Kenya and Ethiopia – is battling Al-Shabaab militants on several fronts in Somalia and has forced them to abandon significant territory in southern and central areas.
The militants launched their campaign against the government in 2007, seeking to impose sharia, or strict Islamic law, on the entire country.
Ban said in his report that he was concerned that the peacekeeping mission was “reaching the limits of its operational capacity within existing resources, in terms of holding and territory and expanding areas under its control”.
In March, Ethiopian troops unexpectedly withdrew from Hudur, the capital of Bakool province near the Ethiopian border, enabling Al-Shabaab to retake the dusty town. Ethiopia has said it will withdraw its troops from Somalia because of frustration with the Mogadishu government and the peacekeeping mission.
Ban urged countries to provide additional resources to the 17 600-strong UN-mandated African Union peacekeeping mission.
The Somali government is struggling to strengthen its poorly equipped, ill-disciplined military, which is more a collection of rival militias than a cohesive fighting force.
Ban also urged countries “to do their utmost to enforce the (Security) Council’s embargo on Somali charcoal, which remains a major source of revenue for Al-Shabaab.” The 15-member council banned the sale abroad of Somali charcoal in February 2012.
The Security Council’s Monitoring Group on Somalia and Eritrea, an independent panel that reports on compliance with UN sanctions, said charcoal exports from southern Somalia in 2011 generated more than $25-million for Al-Shabaab. – Reuters

S/V Quest: Somali ‘pirates’ set for US deaths trial

Ahmed Muse Salad, Abukar Osman Beyle and Shani Nurani Shiekh Abrar face the death penalty if convicted of murder, kidnapping and other charges.
The owners of the S/V Quest and two others were taken hostage for ransom as they sailed around the world.
They were killed as rescue negotiations with the US Navy broke down.
The three are accused of maintaining an armed guard over the Americans and intentionally shooting and killing them “without provocation before the hostages could be rescued by members of the military”.
Eleven other men have pleaded guilty to piracy in the case and have been sentenced to life in prison. They are expected to testify in federal court in Virginia against the three charged with murder in exchange for the possibility of reduced sentences.
Rocket-propelled grenade
Jury selection began on Tuesday in Norfolk, Virginia, home to the US Navy’s Atlantic fleet. The trial is expected to last five to six weeks.
The three accused Somalis followed the court proceedings with the help of two simultaneous interpreters.
About 100 people are on the list of potential witnesses, including US military personnel, FBI agents, forensic experts, relatives of the deceased and Somali nationals.
Jean and Scott Adam and their guests Bob Riggle and Phyllis Macay were the first US citizens killed in a wave of pirate attacks that plagued the Gulf of Aden and the Indian Ocean in recent years.
Their yacht was boarded off the coast of East Africa on 18 February 2011 by 19 men seeking to ransom the Americans for millions of dollars, US authorities said.
Within days the US warship USS Sterett intercepted the stolen yacht as it sailed toward Somalia.
According to the indictment, Shani Nurani Shiekh Abrar fired a gun over Scott Adam’s head and ordered him to warn the Navy the hostages would be executed if the ship ventured any closer to the captured yacht.
The Navy offered to let the pirates keep the yacht in exchange for the hostages, according to court records. When the Somali man negotiating with the Navy refused, he was arrested.
Then, one of the men aboard the S/V Quest fired a rocket-propelled grenade at the Sterett and the US sailors heard gunfire from the yacht.
Special forces fighters boarded the vessel and found the Americans had been killed, the military said.

US Attorney General Eric Holder made the decision to seek the death penalty in the case.

Somali al-Shabab leader Abdikafi Mohamed Ali ‘captured’

The head of the Islamist militant group al-Shabab in Somalia’s north-eastern region of Puntland has been captured, an official has told the BBC.
Puntland’s Security Minister, Khalif Isse, said Abdikafi Mohamed Ali was wounded in a raid at a militant safe house in the port city of Bossaso.
A soldier was killed in the operation and the city is in lockdown as the hunt continues for other militants, he said.
Al-Shabab, an al-Qaeda affiliate, has strong links with pirates in the area.
Analysts say piracy is a valuable source of funding for the Islamist group, which still controls smaller towns and rural areas of much of southern and central Somalia.
In the semi-autonomous region of Puntland, the militants have a base in Galagala, a mountainous and forested area to the west of Bossaso.
More al-Shabab fighters reportedly moved to Puntland towards the end of last year after losing some key footholds in the south, including the port of Kismayo, to the Somali army and an 18,000-strong African Union force.
Search for militants
Mr Isse told the BBC Somali service that Mr Ali was the head of operations for al-Shabab in Puntland.
His whereabouts were only discovered on Tuesday – and he was captured after a shoot-out, the minister said.
His identity was revealed on Wednesday when the suspect was paraded before journalists in Bossaso, Mr Isse said.
No traffic was being allowed in or out of Bossaso as the security forces searched for other militants believed to be in hiding in the city, the minister added.
Over the last few years, many opponents of al-Shabab in the region – including government officials, judges, security officers, religious leaders and scholars – have been assassinated.
Somalia has been hit by numerous conflicts since the overthrow of long-serving ruler Siad Barre in 1991.
Puntland declared itself an autonomous state in August 1998 as clan-warfare engulfed southern Somalia.

With the establishment of a new UN-backed government in Mogadishu last year, Puntland has said it is ready to be part of a federal Somalia.
