SOMALIA: Somali security arrest journalist after speaking out against censorship

Mogadishu (RBC) Somali journalist Hassan Gessey, a radio director at the independent Dalsan Radio, is being held without charge by the National Intelligence and Security Agency after criticizing a directive to restrict reporting on military operations, according to news reports and local journalists.
Armed members of the security services arrested Hassan and Abubakar Moyhedin, a presenter and staff manager, at the Mogadishu station at about 9 a.m. today according to news reports. Abubakar was released after a few hours but Hassan remains in custody and has not been charged, local journalists told CPJ.
The arrest comes after Hassan gave several radio interviews in his capacity as chairman of the Somali Independent Media Houses Association (SIMHA) on Tuesday evening, including one for the U.S.-backed Voice of America Somali Service. In the interviews, Hassan denounced a directive made by the National Intelligence and Security Agency that called on the Somali press to restrict their coverage of a military operation.
“Somalia authorities appear to have committed a double press freedom violation: first they tried to censor the media by asking them not to report on certain military operations, and then they arrested a journalist who dared to criticize the censorship,” said CPJ East Africa Representative Tom Rhodes. “We call on authorities to release Hassan Gessey immediately and let the press do its job.”
Information Minister Mustafa Dhuholow is looking into the arrest of Hassan, government spokesman Abdirahman Omar told CPJ. The government has not responded to SIMHA’s concerns over the press directive.
The directive was handed down to media outlets on Tuesday at a meeting with the new security chief, Mohamed Aden Kofi. It calls on the press to restrict coverage of operations against Al-Shabaab to information issued by the security agency, according to local journalists and SIMHA.
On Tuesday SIMHA, an umbrella media support organization representing 28 independent outlets in Somalia, released a statement calling on the National Assembly to intervene in what it viewed as a violation of press freedom.
Somali and African Union forces are currently involved in Operation Indian Ocean — a military operation to oust Al-Shabaab. The militia, which has links to al-Qaeda and is suspected of being linked to terror attacks in Kenya, has been pushed out of most Somali towns it once held, but insurgents still control large rural areas of the country.
Hassan is being held at the Banadir regional security office, known locally as “Godka Jila’ow”, local journalists told CPJ.

SOMALIA: AMISOM soldiers in Somalia are committing sexual abuse, says HRW

Nairobi (RBC) A new to release report by the Human Rights Watch clearly unveils new abuses of power by the African Union peacekeepers in Somalia, according to the report which will be released on Tuesday.
The new reports which is entitled “‘The Power These Men Have Over US:’ Sexual Exploitation and Abuse by African Union Forces in Somalia.” details serious abuses by AMISOM officers and soldiers in their bases in Mogadishu.
Some African Union Mission to Somalia (AMISOM) soldiers deployed to Somalia to help restore stability, have abused their positions of power to rape, sexually abuse and exploit vulnerable women and girls on their bases in Mogadishu.  HRW says its report is based on research in the capitals of Somalia, Uganda and Burundi, including 21 interviews with survivors of sexual exploitation and abuse by AMISOM forces.
Troop contributing countries, which have primary responsibility for preventing abuses and holding perpetrators accountable, and the African union (AU) have not made this issue a priority or taken the necessary measures to tackle the problem. The report calls on troop contributing countries, the AU, AMISOM and international donors to take immediate steps to protect women and girls from sexual violence and hold those responsible for these abuses to account.
This is not the first report of rape and other abuses done by AMISOM forces in Somalia from by the international human rights activist groups.
Somalia Federal Government and the UN-funded AMISOM Mission have not yet reacted to this report, despite the new allegation report will be publicly released on Tuesday September 8th.

SOMALIA: Gov’t issues new resolutions on the ongoing security operations

Mogadishu (RBC) The Council of Ministers of the Federal Government of Somalia convened on Tuesday night an extraordinary session chaired by Prime Minister Abdiweli Sheikh Ahmed Mohamed.
The Cabinet discussed the security situation in the country and issued important resolutions on the ongoing security operations. The government has offered a 45-day amnesty window for militants who surrender and lay down their arm.
During a joint media briefing at the end of the meeting, National Security Minister H.E Khalif Ahmed Ereg and Government Spokesperson Ridwaan Hajji Abdiweli elaborated on the resolutions passed by the Council.
1.The government will continue and enhance the ongoing offensive to eradicate the terrorist group;
2. The government is offering a 45-day amnesty to those misled into joining terror groups. Anyone who does not take up the clemency will be regarded as a criminal and will face the law. Those who take up the offer will have the opportunity of a new start in life and opportunities to better their future;
3. The government calls on the Somali people to stand by their gallant forces as they battle the enemy; and
4. The government calls on Somali religious scholars to play their role in this important initiative and to debunk the fallacies and misinterpretation of Islam.
In his response to questions from the media, Government Spokesperson Ridwaan Hajji Abdiweli asserted that the current offensive which includes targeted airstrikes is aimed at rooting out terror groups in Somalia.
“The aim of this offensive is to weed out Al Shabaab. The airstrikes in the Lower Shabelle Region were targeted at the Al Shabaab leadership and it has had debilitating effects on the group and this will be sustained,” said Ridwaan Hajji.
The meeting ended on a positive note with a prayer for the Somali people and the country to finally overcome chronic challenges.

Fadumo Dayib aims to become the first Somali woman to lead the country
A Finn of Somali origin wants to run as a candidate in the Somali presidential election in 2016. Fadumo Dayib is currently studying public administration at Harvard, but she thinks that Somalia is now ready for a female president.
Fadumo Dayib moved to Finland in the 1990s to escape the civil war in Somalia. She’s now studying at Harvard but planning to return to Somalia—and she thinks she can make quite an impact on the country.
”I want to be Somalia’s president because I believe women have a chance to lead Somalia,” said Dayib. ”Women lead the country economically, manage family budgets and are very visible in society, but they have been kept out of politics. Somalia is now ready for a female president.”
In addition to improving the position of women in Somali society, Dayib’s campaign themes are fighting youth unemployment, protecting minorities and improving education.
”It’s shocking that we have a younger generation that hasn’t experienced anything but war,” said Dayib. ”They can’t even imagine any other kind of future than war and destruction.”
Dayib will go to Somalia next year, when her campaign officially gets off the ground.
”There are Somalis and foreigners from all over the world in my campaign team,” said Dayib. ”Many of them have come voluntarily to support me, which means that they’re of the opinion that a woman can become president of Somalia.”
Clans crucial in Somali elections
Dayib travels to Finland in December to discuss her plans with Somali communities based in Finland. She does not want her campaign to be clan-based, which has been the custom in previous Somali elections.
”In the past, clans have chosen Somalia’s president,” said Dayib. ”Now there’s a hope Somalia can have a democratic election. I hope that people will vote for candidates, not clans.”
Somali democrats hope the 2016 elections could be a watershed in the country’s politics. The ’Vision 2016’ conference hosted by incumbent president Hasan Sheikh Mohamud in 2013 urged Somali political parties to free themselves from clan affiliation, that the 2016 elections be free and fair, and that a new constitution be established before the vote.
That’s a tall order in a country like Somalia, where politicians are at constant risk of violent attacks.
”It’s very dangerous to be a politician or candidate in Somalia,” said Dayib. ”I’ve been warned many times that I could be killed if I run as a candidate.”
Dayib acknowledges that the risk of being killed is indeed high.
”But I’m not scared of dying,” said Dayib. ”We all have to go at some point. If I die because I am defending something that I strongly believe in, then that’s an honour.”

SOMALIA: Somalia accuses Norwegian oil explorer DNO of destabilising country

Norwegian oil company DNO and other small explorers are destabilising Somalia, the African country’s petroleum ministry said on Wednesday, warning it may lodge complaints against these firms to the United Nations Security Council.
DNO has been prospecting for oil in Somaliland, a break-away territory of Somalia. The company did not respond to telephone and email requests for comment but in July a senior official said DNO would not engage in any activities that threaten peace in Somaliland.
Somalia has been riven by conflict for more than two decades as rival warlords and Islamist militants have fought for control of the Horn of Africa country.
The Somali Petroleum ministry said companies signing overlapping oil contracts and striking deals with regional governments were “adding fire to conflicts”.
“These small companies are destabilising the country and destroying the international community’s effort to build the peace and the security of the country,” it added.
The ministry in a statement singled out DNO, saying the company is “planning to introduce armed militiamen in areas already in conflict and thereby stoking old feuds which resulted in internal displacement and harming the innocent and the most vulnerable people”.
The ministry did not provide further details or any proof for its accusations.
“We are warning those companies that the Somali government will lodge complaints with their respective countries and the United Nations Security Council,” the ministry added.
Around a dozen companies, including many multinational oil and gas majors, had licenses to explore Somalia before 1991, but since then Somaliland and other regional authorities have granted their own licenses for the same blocks.
Somali officials last months met representatives of ExxonMobil, ConocoPhillips, Chevron, and BP for the first time since 1991, the ministry said.
The government said it wanted the oil majors to provide a timeline for their return to Somalia.
