SOMALIA: UNHCR seeks to reassure refugees in Kenya facing food shortages

NAIROBI, Kenya  – The UN refugee agency has sought to allay the concerns of hundreds of thousands of refugees facing food ration cuts in northern Kenya and stressed that these are not linked to the repatriation of Somalis.
“We call for calm in camps. The reduction of food rations is purely as a result of funding constraints and should not in any way be linked to the planned pilot project that will support refugees spontaneously returning to Somalia,” Raouf Mazou, UNHCR’s representative in Kenya, said in Nairobi this week.
He also stressed that UNHCR and the World Food Programme (WFP) were working together around the clock to resolve the food problem for a total 490,000 refugees in Kakuma and Dadaab camps. “We did not expect that we would reach this point but we are making frantic efforts with our partners to secure additional funds,” he said.
WFP on Friday said it was halving bimonthly food rations from now until the end of January for refugees in Kakuma (mainly South Sudanese) and Dadaab (mainly Somalis). The UN agency said this was because it needed an extra US$38 million to ensure regular rations for the refugees over the next six months.
The announcement came some six months after UNHCR and WFP announced in July that some 800,000 refugees in Africa were on reduced rations because of funding shortages. They asked donors for US$186 million to allow WFP to restore full rations and prevent further cuts, and for UNHCR to provide nutritional support.
Many of the refugees are concerned about the food cuts. “For some of us who do not get any remittances from relatives abroad, it is tough to raise children, even with the full monthly ration. I wonder how tough it will be with cuts,” said Hussein Farah, a father of 10 in Dagahaley, one of Dadaab’s refugee camps.
Others in Dadaab feared a link with the project to support spontaneous returns to Somalia. In November last year, UNHCR and the governments of Kenya and Somalia agreed on a legal framework for the voluntary return of Somali refugees in Kenya. There is no deadline in the agreement for the return of refugees and the implementation of voluntary return has focused on the pilot project supporting refugees who are spontaneously returning to Somalia.
By the end of October, 3,231 refugees had presented themselves at help desks in Dadaab refugee camps and asked about return. Among these, about 2,500 are targeted for return assistance.

SOMALIA: Al Shabab takes the credit of Mandhera bus attack that killed 28

Mandhera (RBC) Al Shabab militant group has claimed the responsibility of a passenger bus attack that killed at least 28 people near the border town of Mandhera early on Saturday, RBC Radio reports.
Al Shabab chief spokesman Sheikh Ali Dheere said the attack was early morning ambush carried by a group of the militant fighters to revenge for the recent Kenya’s police crackdown against Muslim community in Mombasa town where four mosques were raided and closed down and hundreds of muslim youth were nabbed by the counter terrorism police.
“This is the result of the massacre against our Muslim brothers in Mombasa . If you kill and torture a Muslim person do not think that you [Kenyan people] will sleep peacefully.” Sheikh Ali Dheere said.
He said the militant fighters already warned Kenyan people and their government to withdraw their troops from Somalia and only after Kenya rejected to listen them then Al Shabab started to carry a deadly attacks inside Kenya.
Kenyan police on Saturday confirmed the death of 28 people who were attacked by gunmen while traveling in a passenger bus from Mandhera town to Nairobi.  Most of those killed were government employees and teachers leaving for their families to share their Christmas with their beloved ones.
None of the attackers were arrested and the police in Kenya suspect that the attackers took some of the passengers as hostages before they escaped from the area of the attack.

SOMALIA: President says Government and Parliament to focus on ensuring no further delays to the achievement of Vision 2016

Mogadishu (RBC) Somalia’s President Hassan Sheikh Mohamud and the ‘one Somalia’ delegation yesterday returned to Mogadishu after attending the High Level Partnership Forum in Copenhagen, Denmark.
Reflecting on the two-day meeting which was called to affirm progress against the milestones set out in the New Deal Somali Compact, acknowledge challenges and discuss next steps together with Somalia’s international partners, the President commented,
“I thank the Government of Denmark for hosting the HLPF Copenhagen, and the United Nations for co-chairing the Meeting. I am enormously energised by the discussions we have had. I thank the 59 delegations that traveled to Copenhagen to join us and reaffirm their commitment to the Somali Compact.
“We have much ahead of us. Political progress will continue, and pick up pace. There is still significant work remaining to complete key tasks and cement emerging activities.”
Over the next year, the Federal Government will prioritise tasks that are critical to ensuring a smooth and timely realisation of political objectives outlined in Vision 2016: a revised and endorsed Constitution, a federal system, and democratic elections. Government and Parliament will focus in the coming months on ensuring no further delays to ensuring the establishment of the key institutions and processes to ensure the achievement of Vision 2016 and pave the way to long-term peace, stability and reconciliation,
Freeing the remainder of Somalia from terrorist and militant groups is critical, and ensuring that stabilisation activities follow in close succession to liberation will be instrumental in connecting citizens to the government and enabling local governance initiatives take root in different corners of Somalia.
Development progress is essential to ensure that security and stabilisation gains are translated into long-term, tangible benefits for Somalis, across Somalia.
The President acknowledged the contribution of AMISOM, which is working together with the Somali National Army to secure the peace of Somalia.
The President paid tribute to the friends of Somalia who gathered at the Meeting, expressing his gratitude for funding and technical support, and welcomed concern for Somalia’s future.
“Whilst we may sometimes differ on the small details, I think it is true to say that we all agree on the big issue that is at the heart of this meeting: that success in Somalia will be ultimately be measured by the impact on the life of Somali people.
“On behalf of Somalia, I reaffirm our choice of peace. We reaffirm that reconciliation- the path that we have chosen – will be won through dialogue, through inclusive politics, through clearly defined roles and responsibilities, through a commitment to timely delivery on priority activities, and through creating a shared vision of what Somalia can be in the future,” the President concluded.

SOMALIA: The progress of the Federal Government of Somalia (FGS) over the last week

The Minister of Information, Mustafa Duhulow, today addressed the media, providing an update on the progress of the Federal Government of Somalia (FGS) over the last week. The Minister discussed various issues: progress on New Deal; the approval of the 2015 budget; the election of the President of South West State; the approval of the legislations on the Boundaries & Federalism Commission and the Independent Electoral Commission; security operations in Jazeera District of Lower Shabelle; and progress in Media Sector Development and Education.
The Minister of Information began by speaking on the progress made on the New Deal for Somalia: “The High Level Partnership Forum (HLPF) took place in Copenhagen on 19-20 November 2014. The President of Somalia, H.E. Hassan Sheikh Mohamud, and a delegation consisting of Ministers, MPs, representatives of the Regional states and the Governors of the regions attended this historic conference on Somalia.
The aim of the HLPF Copenhagen was to review progress of the New Deal Compact for Somalia (the Somali Compact), which was endorsed in Brussels in September 2013. The HLPF conference was co-chaired by H.E. Hassan Sheikh Mohamud, the President of Somalia and the United Nations and hosted by the Government of Denmark. The Prime Minister of Denmark opened the conference. Over 140 participants attended from over 58 countries. The Federal Government of Somalia presented a progress report on New Deal including progress made, challenges faced and also the plans related to achieving Vision 2016. A communiqué was issued at the end of the conference that clearly shows huge progress made in Somalia in the last year since the New Deal was launched. Participants expressed their appreciation for the progress made in security, public finance management, the implementation of Federalism, political outreach to regions, and the working partnership between the Federal Government of Somalia and international partners. It was agreed to redouble working partnership efforts between the government, international partners, and regions in Somalia in order to achieve the overall goal of bringing peace and stability in Somalia as well as achieving Vision 2016 goals. Participants agreed to commit to review progress in the areas of politics and security within the next six months.”
The Minister of Information spoke on the approval of 2015 budget: “The Council of Ministers on 18 November 2014 approved the 2015 budget presented by the Ministry of Finance. The budget is the projection of revenue from internal sources and international donations from outside of the country, which is estimated to be US$216 million. Priority was given to security, the salaries of civil servants and soldiers, basic services and development. The 2015 budget is comprehensive in terms of income and expenditure, and incorporates all the measures necessary to ensure transparency and accountability during the process. The Federal Government has been instituting reforms in the public finance management systems and we are confident that we have the right structures in place along with a highly competent staff. The Federal Government is committed to enhancing finance and implementing reforms in order to build the confidence of citizens and the donor community.”
The Minister of Information spoke on the election of the President of South West State: “373 constituent assembly members gathered in Baidoa with a view to forming the Interim South West State of Somalia. On 17 November 2014 the constituent assembly unanimously elected the Hon Sharif Hassan Sheikh Aden as the new President of South West State.
This is a major step towards the implementation of Federalism in Somalia, which in turn is one of key pillars of Vision 2016. H.E. Hassan Sheikh Mohamud, the President of Somalia, welcomed the election of the President of South West and congratulated the Hon Sharif Hassan Sheikh Aden on his victory. He urgently called upon all key stakeholders to finalize the remaining details of the process while considering inclusivity and engagement with communities at every level, so that the Administration will be one that can fully represent the interests of the local people. The International Community also hugely welcomed the election and congratulated the new President elect. The US, UK, UN, IGAD, AMISOM and AU and others all issued statements expressing their support. People in the area have been involved in the consultation process for sometime through active reconciliation, outreach to communities and involving the people in deciding their destination. The election in Baidoa will pave the way for other new emerging states by demonstrating that the best way to form an administration is through reconciliation, consultation and compromise. The Federal Government is pleased to see that a process under the leadership of the Federal Government and in line with the provisional constitution has concluded well at such an early stage of the process. We hope that the next phase will be one that meets the expectations of the people in the area as well as across Somalia.”
The Minister of Information spoke on the approval of legislation for the Boundaries & Federalism as well as the Independent Electoral Commissions: “On 18 November 2014 the Council of Ministers approved key election legislation including the legislation on Boundaries & Federalism Commission and the Independent Electoral Commission. The Ministry of Interior & Federal Affairs presented both piece of legislation and after debate and discussion both approved by the cabinet. These are very important steps in the implementation of Federalism and local governance in Somalia as well as in preparing for the election in 2016. Somalia has made huge progress over the last 2 years and it hopes to start the implementation of the democratization process in Somalia so that in 2016 an election can be held, as is the mandate of the current Federal Government of Somalia. The legislation will now be forwarded to the parliament for discussion and debate with a view to ratifying them and the President signing a decree to pass them into law.“
The Minister of Information spoke on security operations at the Jazeera area of Lower Shabelle region: “Security forces conducted operations in the Jazeera area of Lower Shabelle region in response to incidents where the involvement of Al-Shabaab cells is suspected. On 19 November 2014 security forces raided houses in Jazeera and arrested Al-Shabaab members and seized their weapons and equipment. The people in the area welcomed the operation and expressed relief after the security operations. There had been a number of related incidents in the area, which included robbery, illegal checkpoints and the general terrorizing, and intimidation of the people.
The FGS is committed to implementing the Stabilization plan in order to bring peace and stability to the country. Similar operations in Mogadishu proved successful and we hope that lessons from Mogadishu can be implemented in Lower Shabelle region.”
The Minister of Information spoke on Media Sector Development in Somalia: “The Ministry of Information has been working hard on the development of the Somali media sector for some time and I am pleased to have met Tom Malinowski, the US Assistant Secretary of State, on 20 November in Nairobi where we discussed politics and media sector development in Somalia. I am very pleased to see the commitment of our ally and partner, the US, towards the FGS and the people of Somalia. We have agreed to continue our efforts to enhance the media sector in Somalia. Additionally, on 15 and 16 November 2014 we held a two-day dialogue between media sector and security sector in Somalia. The conference or ‘dialogue’ was organised by the Somali Media Support Group (SMSG) and hosted by the Ministry of Information and UNSOM.
Experts from Kenya and Colombia shared their experiences on how those countries resolved frictions between the media and security sector in their respective countries. The aim of the dialogue was to increase the working partnership between the media and security sectors so that both institutions can improve coordination and understanding.
Participants included the Ministry of Information, the Ministry of National Security, the Somali Police force, the intelligence service, private media from the regions, NUSOJ, and SIMHA and international organizations that deal with media sector development such as InterNews, Relief International, IMS and others. I encouraged participants to have a real debate and discussion on key issues that matter to both institutions in order to find ways to address them. Other speakers include the Director of Public Information of UNSOM, the Secretary General of NUSOJ, Mohamed Ibrahim Pakistan, and others.”
The Minister of Information finally spoke on the progress in the education sector: “On 19 November 2014, 200 students (boys and girls) from Abu Hanifa School in Waberi district in Mogadishu received a donation of educational materials from Jubba Money Transfer to help their studies. The Deputy Minister of Religious Affairs was present at the event. Abdulkadir Ali Siad, the Chairman of Jubba Money Transfer in South of Somalia, stated that the aim was to encourage students to go to school, as most of the students were orphans and disadvantaged.
He also said that they would continue supporting students at the school. Mohamed Ali Dahir, the Chairman of SOHEDA, an umbrella group in the education sector, stated that SOHEDA sponsors students of Abu Hanifa School and he was happy to see Jubba Money Transfer donating vital materials that had the potential to change the lives of students. H.E. Yusuf Heile Jimale, the Deputy Minister of Religious Affairs stated that he was very pleased to see Jubba Money Transfer providing donations to students and he asked others to follow suit.
The Deputy Minister encouraged other Somali NGOs to understand the importance of Somali led and owned initiatives so that we Somalis can make a difference in the lives of our young future citizens.”

B. In Msharuuca Xeer No: 37/2007, ee wax-ka-bedelka iyo kaabista diiwaangelinta cod-bixiyayyaasha iyo Muwaadiniinta la geliyay khaladaad iyo laaxin qoddobada qaarkood markii loo soo Gudbinayay Golaha Guurtidda ee Coddayntii Golaha Wakiiladda ka dib.
T. Curyaamin ku timad habsami-u-socodkii hawlaha Golaha oo ay ahayd in la ansixiyo Xubnihii Loo soo magacaabay Guddiga Doorashooyinka Qaranka, Ansixinta Miisaaniyadda 2015 IWM.
J. waxa caddatay in khilaafkaasi u dhaliyay khal-khal siyaasadeed, Nabad-galyo iyo jahawareer saameeyay Bulashada Reer Somaliland Gudo iyo Debadba, horseedayna deganansho la`aan iyo xasilooni-daro.
Sidaasi darteedna, Guddigu iyago xeeriyay, tix-galiyay maslaxadda guud ee Qaranka ee siyaasadeed, Nabad-galyo,dhaqaale, horumarin bulsho, geedi socodka hananka dimuqraadiyadda, hiigsiga Mustaqbalka fog ee reer soomalilamd , midnimada iyo wada jirka shacabka;
Waxay go’aamiyeen qoddobaddan:
Waxa la-laalay mooshinkii xil ka qaadista Guddoomiyah Golaha Wakiiladda, wadeena dhinicii uu hogaaminayay Guddoomiye ku-xigeenka 1aad ee Goluhu.
Loomana soo jeedin karo mooshin ku saabsan xil ka qaadis, ilaa inta ka horaysa waqtiga uu xeerku u cayimay xil ka tegista musharaxa u tartamaya xilka madaxwayne.
Khaladadkii ku dhacay mashruucii xeer ee wax-ka-beddelka iyo kaabista xeer No 37/2007, kuna saabsanaa diiwaangalinta cod-bixiyayaasha iyo muwaadiniinta , mas`uuliyaddeeda u leeyahay Guddoomiyah Golaha Wakiiladdu, maadaama uu yahay mas`uulka ugu sareeya maamulka Golaha, leeyahana saxeexa gudbinta xeerarka IWM.
Waxa khalad ahayd baajintii ku timid kal-fadhigii aan caadiga ahayn ee 26/10/2014, looguna tala galay ansixintii xubnihii komishanka Qaranka iyo Miisaaniyadda 2015 IWM,
Waxaa waajib ku ah Guddoomiyah Golaha wakiilada inuu xildhibaanada Golaha ku maamulo , kuna hoggaamiyo dhex-dhexaadnimo, isla markaasina uu meel-mariyo oo kaliya Go`aamadda uu Goluhu aqalbiyadda ku ansixiyo.
Xeerarka ka gudbaya Golaha Wakiiladda , ansixinta Mudanayaasha ka-dib, waa in shir-gudoonku iska hubiya Gudbinta ka hor.
Xubnaha Golaha Wakiiladdu, waa in ay wajibaadkooda si hagar la`aan ah u gutaan, dhamaanbana hawlaha muhiimka ee horyaala u socodsiiyaan si habsami ah oo xilkasnimo ku jirto.
Iyadoo la- tix-galinayo, lagana taxadirayo sii jiitan iyo khilaaf dambe oo sabab u noqda dib-u dhac ku yimaada doorashooyinka, waxa Golaha Guurtidda loo xilsaaray inuu xal-ahaan u saxo khaladaadkii mashruuca xeer ku dhacay, isla- markaana ka guto waajibaadkiisa dastuuriga ah. (Mashruucii xeer No 37/2007,ee wax-ka- beddelka iyo kaabista xeerkii diiwaangalinta cod-bixiyaasha iyo muwaadinninta ).
Xukuumadda wax xil-ka saaranyahay dhawrista xisaanadda mudanayaasha, mudanayashana waxa waajib ku ah in aanay sharciga gacanta ku qaadan, falagaraansahana ka fogaadaan, isla markaasina aanay bulshada u horseedin khal-khal iyo degaansho la`aan.
Illaa inta laga gaadhayo waqtiga xeerku u jideeyay ololaha tartanka doorashooyinka, waxa ka reeban xisbiyadda Qaranka, wax u muuqan karaya olole iyo abbaabul dad-wayne, ahna shacaa`ir kasta oo muujiniya kaanbayn doorasho (Election Campaign ).
Ugu dambayntii, waxan mudanayaasha Golaha Wakiilada JSL ugu baaqaynaa in ay si xil-kasnimo iyo midakarnimo ku jirto u gutaan mas`uuliyadda ay ummadda u hayaan,haybada Golahahoodan Ilaalilayan.
Waxaan dhamaanba u rajaynaynaa Mudanayaasha Guull iyo in loo midoobo danta iyo maslaxada shacbiga reer soomaaliland.”
Dhinaca kale, waxa iyaguna halkaasi ka hadlay gudoomiyaha golaha Wakiiladda C/raxmaan Cirro iyo Gudoomiye ku xigeenka Baashe Maxamed Faarax oo kala hogaaminayey labadda dhinac, waxaanay sheegeen inay caqballeen go’aankaasi golaha ka soo baxay.
Intaas kaddib waxay shirgudoonkii golaha Wakiilada, Guurtidda iyo guddiddii loo xil saaray khilaafku waxay xafiiskiisa ku booqdeen madaxweynaha, kuwaas oo dhinacyaddii is hayey halkaasi khilaafkooddii ku soo afjaray.
