Somali PM Hassan Ali Khayre to visit Turkey

Somali Prime Minister Hassan Ali Khayre is set to visit Turkey on Wednesday and meet Somalis who are being treated there after being wounded in a massive truck bomb attack in Mogadishu last week.
At least 358 people were killed in the October 14 blast, in what was the deadliest single attack to ever hit Somalia’s capital.
Hundreds of others were also wounded in the devastating explosion, with many suffering severe burns.
A day after the attack, Somali officials said that Turkey had responded positively to a request for medical assistance.
Shortly after, Ankara sent medical supplies and an ambulance plane which airlifted 35 of the most badly wounded to Turkey for further treatment.
During his visit, which will last until Friday, Khayre is also scheduled to meet Binali Yildirim, his Turkish counterpart.
Analysts said the trip reaffirms the strong relations the two countries have enjoyed in recent years, at a time when Ankara seeks to assume a leading role and increase its foothold in the strategic Horn of Africa nation.
“Turkey has used its humanitarian foreign policy, a discourse widely used by Ankara in the past few years, as soft power in Somalia through aid and investments,” Galip Dalay, research director of Al Sharq Forum, told Al Jazeera.
‘Lucrative interests’
Last month, Turkey set up its biggest overseas military base in Mogadishu.
The camp cost $50m and will be used by Somali soldiers for training purposes, according to reports in state media.
But just as it seeks to strengthen its ties with Somalia and extend its reach as a regional power, Turkey is also eyeing further economic opportunities.
In recent years, it has offered aid and made a number of large investments, including the building of an airport terminal, hospitals, schools and other infrastructure.
The volume of trade, meanwhile, between the two countries was $118m last year, according to Bulent Tufenkci, Turkey’s minister of customs and trade.
Hamza Egal, a Nairobi-based Somalia analyst, said that Ankara “has been a strong ally in Somalia’s state building, but it also seeks mutually lucrative interests with the fragile state”.
“The strategic location of Somalia and its political impasse has made it an attractive location for foreign entities that have geopolitical interests in the region,” said Egal.
Coup bid reaction
Turkey’s pivot towards Somalia was signalled in 2011 when President Recep Tayyip Erdogan, who was a prime minister at the time, visited the Horn of Africa country at a time when Somalis were experiencing one of the worst famines of the region.
Since then, Erdogan has travelled to Somalia two more times.
“Through the policies in the 2010s, Turkey put Somalia under international attention, a country that has gone through multiple humanitarian crises and a big armed conflict,” said Dalay.
In response to the Turkish help in the wake of the Mogadishu blast, Somali President Mohamed Abdullahi Farmajo called Erdogan “his brother” and expressed his “heartfelt gratitude … for standing with us this tough time”.
“Turkey has been consistently supportive,” he said.
The close ties between Erdogan and Somalia’s leadership were also on display straight after a failed coup attempt in Turkey last year, blamed by Ankara on Fethullah Gulen, an exiled religious leader and businessman based in the United States.
Right after the coup bid, Somalia shut down two schools and one hospital owned by Gulen’s organisation and extradited suspects with alleged links to his group.
Ankara accuses Gulen of masterminding the coup attempt – an allegation he denies.

More Than 130 Somali Refugees Repatriated from Yemen

In a joint operation funded by the United States, the U.N. migration and refugee agencies have repatriated 134 Somali refugees from war-torn Yemen.
A refugee boat carrying 73 men and women and 61 children left the Yemeni port of Aden on Monday and is to arrive Tuesday at the Somali port of Berbera. It is the third voluntary return of Somalis organized by the International Organization for Migration and U.N. refugee agency since September.
IOM spokesman Joel Millman said some previous efforts had to be suspended in the past few years because of the risks involved in organizing an operation such as this in a war-torn country.
“Despite security difficulties there and the fact of divided authorities, we were still able to get into an area around Aden that has not always been accessible to humanitarian aid groups and manage this transport,” he said.
The U.N. migration agency reports the Somalis came to Yemen in search of a better life, but got caught up in the conflict and often were subjected to abuse by smugglers. The IOM began organizing the voluntary returns in November 2016. Since then, the agency has helped 1,845 Somalis return home.
Millman told VOA Somali refugees to receive a reintegration package to help them restart their lives when they arrive home. He said they often receive a grant of $1,100 so they can start a business, buy a cow, or invest in some other form of livelihood. That acts as a big inducement for refugees to voluntarily return, he noted.
“It is a strong sweetener because the stigma of going abroad and failing is so great that we find this is a very effective way of lubricating I guess is the best word, this process,” he said.
Millman said the cash grant ends up being less expensive for the donor than the cost of keeping a refugee or migrant in detention in Europe. He noted that the repatriation project is funded by a $4.4 million donation from the United States.

UN pledges to work closely with Somalis to rebuild country

The United Nations staff in Somalia marked the UN Day in Mogadishu on Tuesday with a pledge to continue their support for Somalis in their quest for lasting peace and security.
Speaking at the event, heads of the UN missions in Somalia also paid special recognition to the Somali national staff for their contribution to the UN in the country.
Special Representative of the UN Secretary-General (SRSG) for Somalia Michael Keating urged UN colleagues to work closely with Somalis in developing their country, adding that the deaths of so many innocent civilians in the Oct. 14 Mogadishu bombings should not be in vain.
“What we are trying to do in Somalia is to put these values in effect, in the way we work with the Somalis and help them build peace,” said Keating, who is also the Head of the United Nations Assistance Mission in Somalia (UNSOM).
According to a statement from UNSOM, Keating lauded the staff for their hard work and urged them to continue upholding the organization’s values and ideals that are enshrined in the UN Charter.
United Nations Day is observed each year to mark the anniversary of the coming into force of the UN Charter in 1945, which culminated in the formation of the UN after the charter was formally ratified.
Head of the United Nations Support Office in Somalia (UNSOS) Hubert Price urged the staff to serve as good ambassadors of the organization and help to promote the core values of the organization.
“For some people, the face of the UN is the Secretary-General or the Security Council or something lofty. But for many people around the world, you and I are the face of the UN, and I hope that you make the most of that. Enjoy it and embrace it and be proud of this day,” Price said.
Assembled staff members observed a moment of silence in honor of the victims of the Oct. 14 explosions, and Keating and Price expressed wishes for a full and speedy recovery by all Somalis who sustained injuries in the attacks.
“We send our deepest sympathies and condolences to all our Somali colleagues,” said Keating stated, and he praised all UN staff who took part in the response to help the people of Somalia in one of their darkest hours.

Saudi Arabia's crown prince, Mohammed bin Salman, has vowed to return the country to "moderate Islam" and asked for global support to transform the hardline kingdom into an open society that empowers citizens and lures investors.
In an interview with the Guardian, the powerful heir to the Saudi throne said the ultra-conservative state had been "not normal" for the past 30 years, blaming rigid doctrines that have governed society in a reaction to the Iranian revolution, which successive leaders "didn't know how to deal with".
Expanding on comments he made at an investment conference at which he announced the launch of an ambitious $500bn (PS381bn) independent economic zone straddling Saudi Arabia, Jordan and Egypt, Prince Mohammed said:
"We are a G20 country. One of the biggest world economies. We're in the middle of three continents. Changing Saudi Arabia for the better means helping the region and changing the world. So this is what we are trying to do here. And we hope we get support from everyone.
"What happened in the last 30 years is not Saudi Arabia. What happened in the region in the last 30 years is not the Middle East. After the Iranian revolution in 1979, people wanted to copy this model in different countries, one of them is Saudi Arabia. We didn't know how to deal with it. And the problem spread all over the world. Now is the time to get rid of it."
Earlier Prince Mohammed had said: "We are simply reverting to what we followed - a moderate Islam open to the world and all religions. 70% of the Saudis are younger than 30, honestly we won't waste 30 years of our life combating extremist thoughts, we will destroy them now and immediately."
The crown prince's comments are the most emphatic he has made during a six-month reform programme that has tabled cultural reforms and economic incentives unimaginable during recent decades, during which the kingdom has been accused of promoting a brand of Islam that underwrote extremism.
The comments were made as the heir of the incumbent monarch moves to consolidate his authority, sidelining clerics whom he believes have failed to support him and demanding unquestioning loyalty from senior officials whom he has entrusted to drive a 15-year reform programme that aims to overhaul most aspects of life in Saudi Arabia.
Central to the reforms has been the breaking of an alliance between hardline clerics who have long defined the national character and the House of Saud, which has run affairs of state. The changes have tackled head-on societal taboos such as the recently rescinded ban on women driving, as well as scaling back guardianship laws that restrict women's roles and establishing an Islamic centre tasked with certifying the sayings of the prophet Muhammed.
The scale and scope of the reforms has been unprecedented in the country's modern history and concerns remain that a deeply conservative base will oppose what is effectively a cultural revolution - and that the kingdom lacks the capacity to follow through on its economic ambitions.
The new economic zone is to be established on 470km of the Red Sea coast, in a tourist area that has already been earmarked as a liberal hub akin to Dubai, where male and female bathers are free to mingle.
It has been unveiled as the centrepiece of efforts to turn the kingdom away from a near total dependence on oil and into a diverse open economy. Obstacles remain: an entrenched poor work ethic, a crippling regulatory environment and a general reluctance to change.
"Economic transformation is important but equally essential is social transformation," said one of the country's leading businessmen. "You cannot achieve one without the other. The speed of social transformation is key. It has to be manageable."
Alcohol, cinemas and theatres are still banned in the kingdom and mingling between unrelated men and women remains frowned upon. However Saudi Arabia - an absolute monarchy - has clipped the wings of the once-feared religious police, who no longer have powers to arrest and are seen to be falling in line with the new regime.
Economically Saudi Arabia will need huge resources if it is to succeed in putting its economy on a new footing and its leadership believes it will fail to generate strategic investments if it does not also table broad social reforms.
Prince Mohammed had repeatedly insisted that without establishing a new social contract between citizen and state, economic rehabilitation would fail. "This is about giving kids a social life," said a senior Saudi royal figure. "Entertainment needs to be an option for them. They are bored and resentful. A woman needs to be able to drive herself to work. Without that we are all doomed. Everyone knows that - except the people in small towns. But they will learn."
In the next 10 years, at least five million Saudis are likely to enter the country's workforce, posing a huge problem for officials who currently do not have jobs to offer them or tangible plans to generate employment.
The economic zone is due to be completed by 2025 - five years before the current cap on the reform programme - and is to be powered by wind and solar energy, according to its founders.
The country's enormous sovereign wealth fund is intended to be a key backer of the independent zone. It currently has $230bn under management. The sale of 5% of the world's largest company, Aramco, is expected to raise several hundred billion dollars more.

Somali PM makes first official visit to Turkey

Somali Prime Minister Hassan Ali Khayre began his first official visit to Turkey on Wednesday.
According to Turkey's prime ministry, Khayre will meet Somali citizens being treated in Turkey after a truck bomb attack killed at least 358 people and injured 228 others on October 14 in Mogadishu.
Thirty-five Somalis, including three children, injured in the truck bombing were airlifted to Turkey for medical treatment.
Khayre will also meet Prime Minister Binali Yildirim in Ankara on Thursday to discuss bilateral relations as well as regional and international issues.
