New Somali business fund creates hobs

MOGADISHU, May 30, 2018 – Sahal, a dairy farmer, is CEO of
Bovine Industry, an urban dairy farm in central Mogadishu. The company
cross-breeds Somali cattle with Jersey cattle to produce higher-quality
milk.“Mogadishu is the only capital in the world where you can’t
buy fresh milk,” Sahal said. “How can a country that exports the most
livestock in the world not have fresh milk?”Despite the clear
need for fresh milk, it has been difficult for Sahal and other small and
medium enterprises (SMEs) like his to access capital to grow their
businesses. That was before the November launch of the Somali Business Catalytic Fund (SBCF), which aims to spur economic growth in country by supporting SMEs and entrepreneurs.With
support from the SBCF, Sahal was able to fit his backyard business with
grazing grass and fences. The demand for fresh milk is soaring, with an
average waiting list of three months for a single liter. Soon, Sahal
will be able to increase his herd of 15 cows, producing more milk and
allowing him to employ more people. He believes that development should
be based on grassroots needs, and simple supply/demand analyses.Ads By Google “Farmers
have the knowledge to pasteurize milk, produce yogurt and expand the
Somali dairy sector,” he said. “We just need the machinery and capital
to make it happen.”SBCF, the Bank’s flagship job creation
initiative in Somalia, targets businesses that focus on innovative
processes, products and markets new to the region. It is also intended
to stimulate the business and technical services industry to build
sector expertise in agriculture, livestock and energy, among others. So
far, the SBCF has selected 101SMEs across the Somali peninsula – South
Somalia, Puntland and Somaliland -- to receive financial and technical
support. The selected firms are expected to generate more than 2,000
jobs.

“Poverty reduction in Somalia must be private sector-led. We have
relied on traditional aid since the early 1990s, and handouts have not
been a sustainable method to reduce poverty,” said Sahal. “I believe
that access to capital is crucial for both job creation and dignified
poverty reduction.”Asli Health Care Company, based in Hargeisa,
has also benefited from the SBCF. The company’s manager, Nemo Yusuf,
founded the company after she and her partners studied imports to
Somaliland. Through a market study, she and her partners studies the
viability of producing beauty products and creating jobs in the process.“We
observed an excess of imports of personal healthcare and beauty
products from China and the Middle East, most of which could be produced
domestically,” she said. “Our study confirmed that we could produce and
sell shampoo, soaps and detergents competitively,” she said. “A reality
that is too familiar with Somalis is that we import most products, when
we should be producing them.”Through the SBCF, Yusef was able to
purchase high-speed manufacturing equipment, allowing her to produce
shampoo bottles that limit waste from importing more plastic.Her
company is also supported through the SME Facility (SMEF). SMEF provides
technical assistance and business development services to assist Somali
entrepreneurs to launch, manage, and grow successful businesses. Asli
and her partners were trained in budget planning, finance, and human
resources training, which is helping their business become more
effective. SBCF and SMEF fall under the Somali Core Economic
Institutions and Opportunities (SCORE) Program, which is funded by the
World Bank’s Multi-Partner Fund (MPF).Armed with this knowledge,
Yusuf and her partners have expanded their business. They created a
sachet-packet shampoo line as a new product.  “There is a demand
for one-time use 10 milliliter sachets, especially among young people
and those who cannot afford full bottles,” Yusuf said. “We are in the

in Hargeisa are similar to those in Mogadishu, where Yusuf said
“accessing capital is probably the main constraint to private sector
growth.” There are also challenges such as the availability of skilled
labor, supply-chain issues related to infrastructure, affordable energy
and economic policies that support private sector competitiveness are
also prominent.Yusuf can see the results in Hargeisa, where the
large market could be used to create jobs for young people as well as
keep currency in the market and limit inflation.“Our company is
managed entirely by fellow citizens,” she said. “We have employed an
additional 17 people to support the expansion of our company, of which
most are young people. A third of our employees are women.”

Africa’s youngest leader is riding a wave of hope from the young people who got him there

At 41 years of age, Ethiopia’s prime minister Abiy Ahmed Ali is the youngest head of government in Africa. Since coming to power two months ago, Abiy has made headlines globally as a reform-minded, polyglot politician, an establishment insider with a mixed religious background who could introduce change and push the country towards a path of unity and democratization.
Abiy replaced Hailemariam Desalegn, who resigned in February following over two years of protests that led to the death of hundreds and the detention of tens of thousands others. In his maiden speech to parliament, he spoke of dignity, free expression, and national unity, and noted that “Democracy is unthinkable without freedom.” Since then, Abiy has taken a series of bold steps that showcased the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) meant business.
Ads By Google In April, Abiy ended an internet blackout, reinstituting both mobile and broadband internet services across the country. Addis Ababa also dismissed charges against diaspora-based media outlets, who commanded huge viewership and produced original reporting during the anti-government protests. Thousands of prisoners were also freedand charges against them dropped including prominent opposition leaders and journalists such as Bekele Gerba, Eskinder Nega, Berhanu Nega, and Andargachew Tsege, a British citizen who was seized during a stopover in Yemen in 2014.
However, the biggest political move to come out of Abiy’s election is his engaging of the exiled Ethiopian opposition party, the Oromo Democratic Front. A delegation of the leaders was even allowed to return to widen the space for peaceful negotiation. This followed a series of important political gestures including discussions to introduce a two-term limit for prime ministers instead of the current unlimited terms. Abiy has also promised to help reform the judiciary, reshuffled the cabinet, and appointed civilians to key positions including at the Information Network Security Agency that oversees cybersecurity.
Abiy also made several trips abroad, helping free Ethiopian detainees in Saudi Arabia, Sudan, and Kenya. He also recently hinted at introducing visa-free travel for all Africans to Ethiopia.
For now, the new premier is sounding all the positive notes. Yet Ethiopia observers have remained cautious in their analysis, saying the flickers of hope don’t necessarily constitute effective and long-lasting change. After all, Ethiopia remains under a state of emergency, is still largely a one-party state, whose operatives are yet to loosen their gripon the economy or security apparatus, while the anti-terror laws that were used to stifle dissent are still in place.
Roland Ebole, a senior Horn of Africa officer with advocacy group Freedom House argues that it’s too early to “start deciding on Ethiopia’s trajectory” or know if Abiy is truly walking the talk. “Let the man finish talking and doing the work because he’s not yet done,” he said.

Ethiopia: Police unit unlawfully killing people must be stopped

Friday June 1, 2018The Ethiopian government must immediately withdraw and disband the Liyu police unit of the Somali regional state, whose members are unlawfully killing people in neighbouring Oromia region, Amnesty International said today.Members of the unit, set up by the Somali state as a counter-terrorism special force, this week burnt down 48 homes belonging to Oromo families who were living in Somali, forcing them to flee to Kiro in the regional state of Oromia.Ads By Google “The Ethiopian authorities must immediately demobilize the Liyu police and replace them with police that abide by international human rights law. These rogue officers must not be allowed to brutalize people at will,” said Joan Nyanyuki, Amnesty International’s Director for East Africa, the Horn and the Great Lakes.On 23 and 24 May the unit also attacked four neighborhoods in the Chinaksen district of East Oromia, killing five farmers and burning down around 50 homes. These attacks caused residents to flee their homes looking for safety.“The authorities must put an end to what appears to be state-sanctioned violence. The first step is to ensure all policing in Oromia is respectful of human rights. The next is to hold those responsible for these attacks to account through thorough, impartial and independent investigation.”In 2017, incursions into Oromia by the unit led to the deaths of hundreds and the displacement of more than one million, according to a report by Ethiopia’s National Disaster Risk Management Commission and the United Nations Office for the Coordination of Humanitarian Affairs.Amnesty International is calling on the Ethiopian authorities to implement the recommendations of the 2004 referendum, which voted for a clear demarcation of the Oromia-Somali border, as a means of addressing the root causes of tensions in the region.
