India has offered to share real-time intelligence of maritime movements in the Indian Ocean with 10 countries that participated in a Naval Conclave in the country's Goa state last week.
Myanmar, Indonesia, Malaysia, Thailand, Sri Lanka, Mauritius, Bangladesh, Maldives, Seychelles and Singapore sent their senior naval and maritime heads to the conference held at the Indian Naval War college at INS Mandovi in Goa between Oct 31 and Nov 2.
"We have got a good response for our proposal from the participating countries," said Indian Naval chief Admiral Sunil Lanba." We hope a concrete structure for ensuring crossflow of maritime movement data can be developed between all the ten countries and India, the sooner the better," Admiral Lanba said.
But it was not yet known how the participating countries including Myanmar look at this Indian proposal, which, analysts feel, is aimed at countering China's growing naval presence in the Indian Ocean Region.
"India finds it more viable to counter China's growing naval assertiveness not merely in the South China Sea but in the entire Indian Ocean region through a collaborative naval alliance rather go it alone. The Goa Naval Conclave has done the spadework in this direction," said retired Vice Admiral Pradeep Chatterjee, who commanded India's only tri-services command in Andaman & Nicobar Islands.
It comes at a time when China is becoming increasingly aggressive in the South China Sea region and has recently set-up its first off-shore base in the Horn of Africa country of Djibouti.
"To counter China, India is now looking at a cooperative approach instead of going alone," said Chatterjee.
The Conclave was addressed by Indian defense minister Nirmala Sitharaman and at least one naval chief of each participating country said that all countries should equally contribute to the process and modalities for the exchange of information should be discussed.
China's naval base in the Horn of Africa is the country's first overseas military base. However, Beijing has officially described it as a logistics facility. It will be used to resupply navy ships taking part in peacekeeping and humanitarian missions off the coasts of Yemen and Somalia, in particular.
Djibouti's position on the northwestern edge of the Indian Ocean has fuelled worry in India that it would become another of China's "string of pearls" military alliances and assets ringing India, including Bangladesh, Myanmar, and Sri Lanka.
Admiral Lanba told India Today that they have identified common security threats across all countries. "We need a greater degree of coordination and info sharing to take things forward to provide maritime security and safety of the global commons of the Indian Ocean."
It was not clear whether India ultimately seeks to integrate this 11-nation maritime alliance into its larger naval alliance with US, Japan, and Australia.

The U.S. Justice Department on Monday sought to revoke the citizenship of four Minnesotans from Somalia who are accused of defrauding the Diversity Immigrant Visa Program more than a decade ago.
According to four civil complaints filed by Washington, D.C.-based Justice Department attorneys, Fosia Abdi Adan, Ahmed Mohamed Warsame, Mustaf Abdi Adan and Faysal Jama Mire posed as a nuclear family and used false identities in applying for visas.
Before coming to the United States in 2001, Adan, 51, of Eden Prairie, allegedly claimed to be married to Ahmed Mohamed Warsame, 54. According to the complaints, the two also claimed that Mustaf Abdi Adan, 33, and Faysal Jama Mire, 31, were their children.
Adan and Warsame divorced in Minnesota soon after Warsame was admitted as a permanent resident, at which time he also changed his name. Warsame has since been living in St. Cloud and Mustaf Adan and Mire have both been living in Hennepin County.
The Diversity Visa Lottery, which grants visas to a limited number of people from countries with historically low rates of immigration to the United States, has been in the spotlight since the Oct. 31 terror attack in New York City by a man who immigrated from Uzbekistan under the program in 2010. President Donald Trump called for the elimination of the program after the attack.
In a statement announcing the Minnesota complaints on Monday, Attorney General Jeff Sessions added that the country’s current immigration system is “easily abused by fraudsters and nefarious actors.”
“Chain migration,” which gives priority for entrance to immigrants with family members, “only multiplies the consequences of this abuse,” Sessions said.
Neither defendant could be reached for comment, and they did not have attorneys listed for them as of late Monday.
In the complaint against Adan, attorneys alleged that she engaged in “alien smuggling,” rendering her ineligible for naturalization. Each of the four also faces numerous counts that include allegations of illegal procurement of naturalization and lacking valid immigration documents.
The United States is seeking a judgment revoking the four defendants’ citizenship and also “forever restraining and enjoining” them from claiming “any rights, privileges, benefits or advantages” under any documentation gained during their initial naturalizations.
According to the affidavit of a Department of State agent assigned to Minneapolis, Warsame omitted a 1996 marriage in Yemen to another woman and details about his biological children.
That woman told fraud investigators in 2010 that she was Warsame’s sole marriage and that he had obtained fake marriage documents for himself and Adan, who is a distant relative.
In an interview with the State Department investigator at his St. Cloud home last year, Warsame admitted to posing under a fake name and lying about his marriage to Adan to gain citizenship.
Adan and the two men who claimed to be their children were each cousins of Warsame’s, he said. The pair is also accused of falsely claiming a third child, who was denied entry to the U.S.

AMISOM troops have launched a massive operation to flush out Al-Shabaab militants in Lower Shabelle region and secure main supply routes in the area.
According to Lt Col, Israel Kaheru Bagenda, the Commanding Officer of 11 Infantry Battalion of Uganda People’s Defence Force (UPDF), the operation will be conducted in phases by both AMISOM and Somali National Army (SNA) troops.
Lt Col Bagenda said the exercise was launched following information received that Al-Shabaab militants were destabilizing areas along Afgooye- Balidoogle road, Afgooye town mainly around Elasha Biyaha- Mogadishu Road and surrounding areas of Jambalulu, Baghdad and Basra.
“The purpose of today’s operation is to ensure that we wipe out the Al-Shabaab elements in these general areas, and of course as you are aware that AMISOM is here to support the Somali National security forces who are already moving ahead of us in this operation,” he said.
AMISOM and SNA troops have been conducting joint operations in various parts of the country to drive out Al-Shabaab and liberate regions under the control of the militants.
Lt Col Bagenda, who is also the Field Operations Commander, said the operation will be ongoing to ensure the main supply routes connecting the region and Mogadishu are secured to allow free movement of goods and services.
The exercise, he added, will also improve security in the adjacent areas to enable residents live in peace.
Commenting on the preparedness of the SNA to fight Al-Shabaab, Lt Col Bagenda said the soldiers were committed to securing Somalia and had played a major role in the stabilization process.
“The Somali National Security Forces, I would say they are on course. Their morale so far is so high that is why they were able to accept to move ahead of us and whatever we do is to support them,” he added.
The Field Operations Commander’s sentiments were echoed by the Spokesman of the UPDF contingent, Major Robert Kamara, who said the operations will continue until Al-Shabaab is defeated.
“We must send a clear message to Al-Shabaab wherever they are, that we cannot allow them to sneak back into Afgooye, sneak into Bal’ad, Elasha Biyaha, Lafoole, and begin to cause havoc. So, our operations today were intended to send a clear message to Al-Shabaab that wherever they are, we will be there,” Major Kamara added.
AMISOM has managed to drive out Al-Shabaab from vast swathes of the country, including key towns in Somalia.
This was executed through three major military operations namely; Operation Eagle, Operation Indian Ocean and Operation Jubba Corridor.
