An Open Letter to President Abdirahman Mohamed (Farole)

Dear President Abdirahman,
 
We are here by congratulating and declaring our gratitude to you Mr. President for your bold step ahead of forming Electoral Commission. Which is transformational Governmental system into well reformed level of governance as it’s the only option for our state to survive and exist safely apprehend from the other prolonged organized criminal activities that handicapped the wider Somali country over all with unified hands. This is the only option that creates a chance of unifying Punt land population with clear fundamental of political correctness. .
As we know your Excellency lacking of an Electoral Commission had suffered the state at many costs, but Punt land People did not lose their hope for the government as it only remained at the heads of the Populations that there will be systematic governmental transformation process since the state’s autonomy declaration back in 1998.
 
 Lacking that regulatory body for the state had caused the following political conflicts which nearly caused statehood collapse destruction and political chaos, so that we’ve earned the following bitter unforgettable incidents;
1.     The 2001 Constitutional crises resulted severe Internal Political civil war
2.     vagueness constitution
3.     Lack of governmental constitutional ruling
4.     The government to lose credibility among its  population
5.     Authority abuse
6.     Lacking of proper management for the Public Property
Therefore the constitutional preparation and ratification process should have to necessarily meet the requirements of attaining people’s assent thus, will be magnificent chance of renewed pursuit of good governance and revival of people’s ambition for the government.
So that your Excellency for the step you’ve taken recently was crucial and honorably you deserve gratitude for that decision as we are well gratified.
On the other hand you’ve nominated generally highly admired individuals for that post of implementation structuring managing the institution that is about to change the current political structure due to their wide knowledge, expertise, responsibility and capabilities, so far their nomination have been welcomed.
Consequently we wish for the Punt land Electoral Commission (PEC) that may Allah assist them in fulfilling their duties in the right path of their assigned responsibilities that weigh on their shoulders to succeed in the process of transitioning the current stage to the long awaited stage, where by our voice will be heard and our vote will be for whom we thought the most suitable.
We hope that we do not depend on tribal based interests but to be united for any party that we may see potentially viable for our united common interest, thus be able to have legal grounds that constitutes us to participate any political competitions at all levels to gain what each and every of us deserve on a vote bases it can be reached if price is paid.!
We remind Punt land population a big opportunity that could result dramatic change is ahead of you. The only way to benefit from it is how gentle you work with (PEC) what ever and how ever they may need your support and how neat and neutrally they work for you.
 
ADMONITION
Our admonition is directed to the different aspects expressed in this writing, as we are disappointed to perceive circulated rumors disregarding the Election Commission as un-trust worthy but only established for to ease and find legitimate grounds to extend the current government’s mandate and establish solid Party in favor of Mr. Abdirahman Mohamed head of the current Punt land Administration.
According to the International system of Election Management Body (EMB) are classified into five models, Independent model, Branch Level-model, Mixed model, executive model,Judicial model.
Therefore our Punt land Election Commission (PEC) will have to be similar one of these five of international system of elections.
Therefore Punt land Election Commission formation and the nomination of it’s nine members have both been passed and authorized both by the Parliament and the president, that will make the commission as an electoral branch that operates constitutionally recognized separate branch of the government, thus there’s no reason for them to favor in particular terms while they are only needed to remain as a neutral.
The current administration is needed to be en route of arranging Elections of Parliament, Presidents and Vice president’s precisely on the same way that it became in to power which is an Election is held on every 08-January on every four years, the PEC has no any legal effect of this election if it’s task is incomplete at the time of 08-January.
Hence if Punt land Election Commission (PEC) participates the election process while it’s task is not finished, it will truthify the circulated rumors that indicate its establishment as of strategic favor for the current administration which have no moral, ethical, and legal means to extend the mandate of the administration but deliberately could result turning back the former severe conflict that could result blood shed among Punt land population again. If that is only a matter of doubt that certain politicians believe the government should clearly declare that it intends to hold the elections at exact time of every four years and PEC will continue its job of constitutional installation and multi parties legislating process.
Infect the INTERPEACE will have to play crucial role to ensure observe the smoothness of the commission’s work in order to make sure that the International community’s contributions to the state should not be misused in an extravagant way with prolonged corruption manner, lack of proper regulation and observations will result similar events of the ousted Arab regimes bloodshed and INTERPEACE will be accountable at their role for that in proper observations.  
Finally prevention of the above expressively stated matters will only be done if every member of the stake holders shall fulfill his/her duties on honest bases, the common goal of prosperity development and harmony will be reached together.
