Somali national killed in South Africa amid rise xenophobic attacks

Somali trader has been killed and another one wound in Cape town in latest xenophobic violence against Foreigners in South Africa.
An unidentified gunman stormed a Somali-owned shop in the port city on South Africa’s Southwest coast leading the death of Abdullahi Mohamed Mohamed.
In the recent years, dozens of Somalis have been killed in what seems to be orchestrated gang violence.
Ali Arabay, a businessman who survived from attack said another businessman was wounded in the attack.
“Several men armed with pistols accosted and opened fire at close range. We escaped from the shop (but) unfortunately the bullet hit two businessmen, Abdullahi succumbed to injuries he sustained from the attack and another trader escaped with injuries,” Arabay said.
He noted that the assailants managed to escape from the crime scene before law enforcement agencies arrived.
The attack comes barely two days after another Somali businessman identified as Ali Yussuf killed in a heinous attack.
The renewed attacks are reminiscent of January xenophobic attacks carried out by armed men from the hosting community in the country.
Early this year, Amnesty International accused the South African government of lacking the political will to avert xenophobic attacks.
“There is a lack of political will on the part of the government to deal with issues of violence and xenophobia in a sustainable way,” said Shenilla Mohamed, Executive Director of Amnesty International South Africa, “and the consequence of this inertia has resulted in continuing sporadic bursts of violence which often end in deaths, injuries and damage to property.”

Somali PM arrives in Norway for summit

Somali Prime Minister Hassan Ali Khaire and a delegation he was leading arrived in Oslo, the capital of Norway to attend an international conference on Somalia.
Accompanying by cabinet members, including Finance minister Abdirahman Dualle Beyle, PM Khaire is expected to participate in the upcoming Oslo Forum to discuss Somali affairs.
Somalia made progress in the security and financial sectors in the past few years as the government is trying to print a new currency to replace the old banknotes and revive the economy.
The international partners are helping Somali to rebuild its economy and bring the peace and stability in the Horn of Africa country plagued by the civil war.

Suspected KDF fighter jets carry out airstrike in southern Somalia

Suspected Kenyan military warplanes have carried out an airstrike in southern Somalia, targeting the Al-Qaeda-linked Al-Shabaab militants, sources said.
The KDF fighter jets pounded an Al-Shabaab hideout in El-Adde village, near Garbaharey town in Gedo region, wounding at least three civilians, two of them are in critical condition.
The victims have been taken to hospital for treatment, according to the residents.
Al Shabaab has ruled out any casualties on its side as result of the Kenyan air bombardment in its stronghold. The exact number of the fatalities remain disputed.
The Kenyan military has been targeting the area since KDF forces were massacred in El Adde attack on January 15, 2016, which claimed the lives of dozens of soldiers.

Uganda calls for extension of UPDF mission in Somalia

Uganda’s Prime Minister, Ruhakana Rugunda asked visiting chairperson of the Chinese People’s Political Consultative Conference, Wang Yang for support in ending the regional conflicts.

Rugunda and Wang met at Kampala Serena Hotel on Thursday where they discussed issues related to the security situations in South Sudan, Somalia, the Democratic Republic of Congo and Burundi among others.

During the discussion, Rugunda went through the measures Uganda believes would be undertaken to restore peace in its war-torn neighbours.

Somalia

Rugunda said the Troop Contributing Countries (TCCs) including Uganda would want China to help them persuade the UN Security Council to reverse its decision to draw down the troops.

Other troop-contributing countries in Somalia include Burundi, Ethiopia and Djibouti.

The UN recently passed a resolution endorsing the troop drawdown to allow the Somali government to shoulder its responsibility.

Rugunda noted that TCC’s position remains that the drawdown should be synchronised with the corresponding strengthening of Somali Security Forces.

South Sudan

Rugunda said at the request of the government of South Sudan, Uganda has made efforts to unite the different Sudan People’s Liberation Movement (SPLM) warring groups with a view of achieving cohesiveness. “But I must emphasise that these efforts have been and remain complementary to the IGAD efforts,” he said.

The South Sudan war broke out in December 2013 after President Salva Kiir accused his former deputy Riek Machar and 10 others of attempting a coup de tat.

Burundi

Rugunda said that an inclusive dialogue is the only solution to the conflict in Burundi.  “As a guarantor to the 2005 Arusha Agreement, the East African Community has remained committed to support and steer the Burundi regional peace process forward,” he said.

Refugee issues

The two leaders also discussed the refugee challenges for Uganda.

Uganda is currently a home for over 1.4 million refugees displaced by war from the neighbouring countries. Rugunda thanked China for the generous support and solidarity on the refugee issue.

“We would like to count on your continued support. Uganda is also committed to working with refugee-sending countries, regional and international partners to address the root cause of the refugee crisis,” he said.

Rugunda reiterated Uganda’s commitment to an open door policy on refugees despite what he termed as unprecedented challenges it has on the country.

Wang promised Rugunda that China will continue supporting Uganda to achieve its development goals.

Garissa Governor Ali Korane has put contractors on notice, saying none of them will be paid for shoddy work.
Engineers are under firm instructions not to sign certificates of completion if the contracts are not done in accordance with the specifications, Korane said.
“If you fail to perform, we shall take the job from you and pay you for what you have done and give the contract to somebody else,” he said. An honest profit is maximum 20 per cent of the contract, Korane said.
Ads By Google The governor said contractors will be paid immediately they present their certificates of completion. He said there are many cartels and commission agents who think they are going to make a killing from the county government of Garissa.
“I’m sorry to disappoint you, that will not happen under my watch,” Korane said. He spoke at Bulla Iftin, where he commissioned a Sh1 million borehole. The governor said 94 contracts have been given out and funds set aside.

Kenya’s President Uhuru Kenyatta has intensified his war on graft by announcing that all public servants will undergo a compulsory lifestyle audit to account for their sources of wealth.This latest announcement follows financial scandals that have rocked the country with revelations that millions of dollars were lost in various government agencies through corrupt deals that involved government officials.Kenyatta offered himself to be the first leader to undergo the audit that seeks to identify corrupt public officials, saying the lifestyle audits would control the misuse of public funds. He said public servants would be required to explain their sources of wealth with an aim of weeding out those found to have plundered government funds.“You have to tell us, this is the house you have, this is your salary, how were you able to afford it? This car that you bought, (don’t try to put it under your wife's name or son's name, we will still know it is yours), where did you get it? You must explain and I will be the first person to undergo the lifestyle audit," he said.Scandals uncoveredIn the past month, various corruption scandals involving tenders and suppliers in government agencies have been unearthed. The corruption scandals as revealed have exposed the theft of hundreds of millions of shillings by state officials from several government bodies.So far, more than 40 government officials, including businesspeople, have been arrested over the recent scandals.Ads By Google Kenyatta has continued to express his frustration about the graft, which seems to have spiraled out of control since he came into office in 2013.“This issue of people stealing what belongs to Kenyans, I swear to God it has to come to an end in Kenya,” Kenyatta said.Establishing accountabilityThe president said the lifestyle audit will be key among other measures also put in place by the government to curb the vice.Earlier in the week, Kenyatta issued an executive order requiring all government entities and publicly owned institutions to publish full details of tenders and awards beginning July 1, 2018."For example, if this road is being built, we want to know: Who won the tender for the construction? How much was the tender? Who came in second and third? Why was the first person awarded instead of these two? All these reasons, we need to know. Kenyans need to know so that it is out there, that this company was awarded this tender, belongs to a certain person, these are the directors, these are the shareholders. There will be no more hiding," he said.On June 1, Kenyatta ordered that all heads of procurement and accounting units be vetted again. He said the vetting would include subjecting the officers to polygraph tests to determine integrity.Kenya scored 28 points out of 100 on the 2017 Corruption Perceptions Index reported by Transparency International. The Corruption Index in Kenya averaged 22.62 points from 1996 until 2017.

Sunday June 17, 2018At least eight security personnel were Sunday killed after a vehicle they were traveling in hit a set improvised bomb in Bojigaras area, Wajir County. The victims included five Administration Police Officers and three police reservists.Police authorities said the vehicle that the deceased were using ran over an Improvised Explosive Device which sent it flying. Witnesses said the vehicle was badly damaged killing the victims who are on board. North Eastern regional coordinator Muhammad Saleh said those behind the attack escaped soon after the incident. He said preliminary findings pointed to Somalia’s Al-Shabaab terror gang.“The attackers escaped soon after the blast and we suspect Al-Shabaab is behind it,” he said. A reinforcement was immediately sent to the scene but nothing was salvaged in terms of life. It came in the wake of warnings of planned attacks by the terror group. Authorities had last week warned the terrorists planned to stage attacks ahead of the end of Ramadan period.On June 6 at least 6 paramilitary personnel were killed and three others injured when their vehicle ran over an explosive at Liboi, Garissa County. The scene of the attack in Harhar area is less than two kilometers from the main Kenya-Somalia border. The General Service Unit officers were patrolling the border aboard a truck when it ran over the Improvised Explosive Device (IED). Witnesses said the explosive killed the five and badly damaged the vehicle. Ads By Google The three who survived were badly wounded. They were all from Harhar GSU camp. Other reports said they were pursuing contraband sugar when they were hit. The deaths were the latest and came after a long lull from terror related incidents that has been experienced in the area at large. There were indications of imminent attacks in the area. Locals reported to authorities of movements that indicated Al-Shabaab terror group was planning an attack. “The indications were there because among others, elderly people had been moved from the area to Garissa and a number of youths had not returned to the area. Al-Shabaab militants were also sighted there,” said an official based in the area.Police had issued a security alert over possible attacks in the country by the Somalia based terror group during the Ramadhan season. Police spokesman Charles Owino, said security agencies had obtained credible intelligence suggesting that Al-Shabaab are planning to carry out attacks in various parts of the country during the World Cup period and after the Ramadan period. The Liboi incident was the first one since the beginning of the Ramadan period. Monday June 18, 2018The Ethiopian Parliament is to grill on Monday Prime Minister Abiy Ahmed on recent border and economic liberalization decisions made by the ruling coalition.In a press statement, the Ethiopian Parliament, said Ahmed in a special parliamentary session will present explanation about key decisions taken by Ethiopian People Revolutionary Democratic Front (EPRDF) Executive Committee to concede a border town to bitter rival Eritrea and to partially liberalize key sectors of the economy.The prime minister will will answer questions raised by members of parliament.On June 5, the Executive Committee of the EPRDF, said it is committed to an unconditional implementation of Algiers peace agreement with Eritrea.The peace agreement ended a two-year border war that killed an estimated 70,000 people from both sides, but a tense armed standoff continued, with the two countries engaging in skirmishes occasionally.Ethiopia until this month had declined to endorse the results of the peace agreement fully, including the symbolically important town of Badme which Ethiopia currently controls but which was awarded to Eritrea.Ads By Google Eritrea for its part has insisted the border demarcation has to be done first before any talks on normalizing ties.Also, on June 5, the Executive Committee of the EPRDF said decision has been made to expand mixed ownership or outright full privatization of state owned enterprises such as railway projects, sugar development, industrial parks, hotels and other manufacturing industries.The committee also decided to allow minority shares in Ethio-Telecom, Ethiopian Airlines, electric power generation projects and the Ethiopian Shipping and Logistics Services Enterprise.The statement further said the move to partially liberalize key sectors is intended to increase the constructive role of Ethiopia's large diaspora population and foreign investors.Ethiopia until now has resisted liberalizing key sectors to foreign and local investors, saying it needs to protect its economy from multinational firms and ensure domestic ownership of the economy is kept intact.
