Libyan coast guard abandoned migrants to die in Mediterranean says rescue charity

Wednesday July 18, 2018Spanish sea rescue charity Proactiva Open Arms said on Tuesday it had found one woman alive, clinging to the wreckage of a destroyed migrant boat about 80 nautical miles off the Libyan coast.They also found two people who had died: another woman and a boy aged about five.Proactiva Open Arms posted images and videos of the wreckage and victims on social media, blaming Libya's coast guard, along with a merchant ship sailing nearby, for failing to help the migrants.Ads By Google On Twitter, the organization's founder Oscar Camps accused the Libyan coast guard of destroying the boat and abandoning the trio at sea because they did not want to board the Libyan ship along with some 158 other intercepted migrants.Libya's coast guard respondsVarious spokespeople for Libya's coast guard disputed that account. Tawfiq al-Sakir told German news agency dpa that no one was left behind. In a statement, the coast guard defended its rescue efforts, saying they were carried out in accordance with international standards."All disasters happening in the sea are caused by human traffickers who are only interested in profit and the presence of such irresponsible, non-governmental groups in the region." Djibouti ready to pay compensation to settle DP World dispute

Wednesday July 18, 2018Djibouti would be prepared to pay DP World compensation of “more or less half a billion dollars . . . as early as next week” to settle a dispute over control of the city’s Doraleh container terminal.In an interview with the Financial Times, Aboubaker Omar Hadi, chairman of Djibouti Ports & Free Zones authority, rejected talk of arbitration to settle a long-running dispute over the most modern port in east Africa, saying that DP World had to accept it was no longer involved in running the facility.“For us arbitration is over,” he said. “They have to sit down with us, take their money and go.”Last week, Djibouti opened the first phase of a $3.5bn free trade zone in which China Merchants Group and Dalian Port Authority have a stake. DP World, a Dubai-based ports and logistics company, said the new facility was in violation of its exclusive 30-year concession to run Doraleh and warned that it was considering legal action.DP World said in a statement: “This is yet another clear example by the Djiboutian government of violating its contractual obligations and the rights of foreign investors.”In February, Djibouti seized Doraleh after accusing DP World of deliberately under-using the port in favour of other regional terminals, including Berbera in Somaliland, which DP World also runs.“They were trying to control more and more ports in the Red Sea,” said Mr Hadi, adding that DP World had shown no interest in using Doraleh to its full capacity. “That’s when we started saying there’s something wrong here,” he said.Both Doraleh and Berbera are on the Red Sea, a narrow waterway separating the east coast of Africa from the Gulf and a thoroughfare for 30 per cent of world shipping cargo.Mr Hadi said that the amount of compensation Djibouti was prepared to pay was subject to detailed calculations, but would be based on the net present value of DP World’s annual profits and dividends over the remaining 20 years of the concession.DP World refused to comment. In the past it has rejected accusations that it purposefully starved Doraleh of traffic, saying it had consistently argued that the region needed several competing ports. Last year, DP World won an arbitration case against Djibouti, which had claimed it had paid bribes to win the original concession.The dispute between Djibouti and DP World is part of a wider strategic manoeuvring in which several countries and companies are jostling for shipping routes.Djibouti, wedged between Eritrea and Somalia, has marketed itself as a base for both cargo shipments and military bases, part of whose rationale is to fight piracy in the waters off Somalia. The US, China, France and Japan all have military bases in Djibouti within a few miles of each other.Landlocked Ethiopia, the second-most populous country in Africa with 105m people, also needs access to ports. It has expressed an interest in swapping shares in its airline and telecoms companies in return for a stake in Doraleh, something Mr Hadi said Djibouti had accepted in principle.In May, Ethiopia took a 19 per cent stake in Berbera port in which DP World holds a 51 per cent stake. The self-declared-independent government of Somaliland has the other 30 per cent.This month, Ethiopia concluded a peace agreement with Eritrea, bringing to a close 20 years of hostility and giving it access to Assab and Masawa ports, also on the Red Sea.

First direct Ethiopia-Eritrea flight in 20 years takes off

Wednesday July 18, 2018Ethiopian Airlines conducted the first direct passenger flights between Addis Ababa and Asmara, reconnecting Eritrea and Ethiopia after a 20-year military standoff.The carrier said flight ET0312 to Asmara departed Bole International Airport on Wednesday after a ceremony inaugurating the historic flight."This day marks an unique event in the history of Ethiopia and Eritrea," the airline's chief executive Tewolde GebreMariam said at the ceremony.Overwhelming demand saw the African aviation giant operate two flights within 15 minutes of each other."The fact that we are taking two flights at a time shows the eagerness of the people," said GebreMariam.Al Jazeera's Mohamed Adow, reporting from Addis Ababa, said the majority of the passengers were people separated from their families by the war."On the eve of the war, Ethiopia expelled more than 70,000 Eritreans and Eritrea did the same, expelling thousands more from its territories and that created separations between families," he said.Wednesday's development is the latest positive step taken by the neighbouring countries in the last two weeks.Ads By Google On July 9, Ethiopia's Prime Minister Abiy Ahmed arrived in Eritrea's capital Asmara to sign a landmark agreement with President Isaias Afwerki, formally ending the "state of war" between their nations.A week later, Isaias visited Ethiopia to reopen Eritrea's embassy in Addis Ababa. The newly appointed reformist Abiy first instigated the peace overtures and restoration of relations in April.Ethiopia and Eritrea expelled each others' envoys at the start of the 1998-2000 border war, which killed about 80,000 people.Once a province of Ethiopia, Eritrea seceded in 1993 after a long independence struggle. A row over the demarcation of their shared border triggered the conflict.The Horn of Africa nations remained at loggerheads since Ethiopia rejected a United Nations ruling and refused to cede to Eritrea land along the countries' border following the 1998-2000 war.

Somali foreign minister meets with his Swedish counterpart

Somalia’s Foreign minister, Ahmed Isse Awad held talks with his Swedish counterpart, Margot Wallström in Brussels, the capital city of Belgium on Tuesday.
The two foreign affairs ministers have discussed on a range of issues regarding the bilateral relations between Somalia and Sweden, according to sources in Brussels.
The meeting took place on the sidelines of the Somalia Partnership Forum [SPF] which was wrapped up on Tuesday afternoon in Brussels.
The sources added that Mr Awad met with Canada’s Immigration, Refugees and Citizenship minister Ahmed Hussein who attended the Brussels conference on Somalia.
Somali leaders and International community representatives and International organizations issued a communique after gathering on 16th and 17th July in Brussels.

Are Somaliland, Puntland ready for war over land?

Wednesday July 18, 2018Somaliland and Puntland’s dispute over land stretching from the Gulf of Aden to the Ethiopian border risks escalating into open war.The self-declared republic of Somaliland and autonomous Puntland are locked in a standoff over Sool and Sanaag areas, leading to deadly clashes since the start of 2018 after both sides massed soldiers in the contested areas.The International Crisis Group said the military standoff could escalate as troops are moved close to Tukaraq, a town that straddles a highway and trade corridor linking Sool and Sanaag to eastern Ethiopia.The ICG, which researches conflict, said the dispute risks creating space for Al Shabaab insurgents and an Islamic State branch in Puntland.Somaliland and Puntland have since 1998 vied for control of the neck of land stretching from the Gulf of Aden to Ethiopia’s border. The contest boiled in January 2018 with 20 skirmishes recorded.A battle on January 8 saw Somaliland overrun Tukaraq, leaving soldiers dead on both sides.The neighbours enjoyed relative peace and stability for about three decades as war plagued the rest of Somalia. Somaliland declared independence from Somalia in 1991 but is yet to get global acceptance.Puntland is a semi-autonomous state of Somalia.MediationA confrontation could be disastrous for northern Somalia and risks contributing to instability across the country by playing into the hands of Al Shabaab insurgency or even the small ISIS branch in Puntland.The ICG said that even though African and Western leaders have seemingly been caught off guard by the confrontation, they should take steps to head it off while the UN mission in Somalia renews mediation efforts between the two.“War is still avoidable, but to forestall it both sides need to take a step back, dial down their rhetoric and allow for mediation led by the UN,” said the think tank in a briefing titled Averting War in Northern Somalia.Recommendations include the UN renewing mediation with Ethiopia and Somalia governments.The scope covers initiating peace in the disputed areas and has to involve clerics and local clan leaders, to bridge divisions and curb violence.Priorities are brokering a ceasefire, ensuring both sides commit to withdraw troops in the contested regions, allowing in humanitarian aid, reducing inflammatory rhetoric and conducting future talks to resolve the dispute.Ethiopia is arguably one of the countries with real leverage over both Puntland and Somaliland. Addis Ababa’s past interventions were instrumental in brokering temporary truces.

Ambassador Al-Budaiwi: Kuwait To Host Donor’s Conference To Promote Education In Somalia

Wednesday July 18, 2018 Ambassador of Kuwait to the European Union, NATO, Belgium and Luxembourg, Jasem Al- Budaiwi, has announced that Kuwait is to host a Donors Conference in Support of Education in Somalia.
"We, in Kuwait, firmly believe that education is one of the most important, if not the most important tool, in combating extremism, terrorism, and poverty," he said speaking in a Forum on Somalia Tuesday evening. "This conference in Kuwait, will serve as a cornerstone to secure the future generations of Somalia, and we call upon the international community, to join our efforts and actively participate in it. Once you educate a child, you educate a generation," said Kuwait's top diplomat in Brussels.

He pointed out that in 2017 only, the State of Kuwait provided USD 50 million in response to international calls to support the humanitarian situation in Somalia.Furthermore, Kuwait has provided USD 1.5 million in agricultural technical assistance, as well as grants worth USD 28 million allocated to airport development. In addition, the Kuwait Fund recently decided to ease the debt burden of Somalia.
"Now is the time to switch from crisis mode to investment mode in Somalia," he added.
