Greece: Smuggling Boats Capsize, 22 Migrants Drown

At least 22 people — including families trapped in a flooded cabin — drowned when a yacht and a dinghy crammed with migrants trying to slip into Greece capsized Monday in  by Pricora 2.0" href="http://abcnews.go.com/International/wireStory/greece-dead-30-missing-migrant-boats-sink-23585972">the eastern Aegean Sea, authorities said.
Rescue teams led a search for up to seven more people missing, in what was one of the deadliest migrant boat accidents in Greek waters in recent years and the third fatal one this year. Photos showed a dead woman clasping a dead child in her arms inside the yacht, as coast guards hoisted the vessel upright on land with a crane.
The United Nations refugee agency, UNHCR, said it was “deeply saddened” by the Samos deaths, and it appealed to European governments to seek “legal migration alternatives”  by Pricora 2.0" href="http://abcnews.go.com/International/wireStory/greece-dead-30-missing-migrant-boats-sink-23585972">for peoplefleeing war zones.
Greece’s merchant marine minister, Miltiadis Varvitsiotis, said he was “devastated” by the incident, adding that the government would press other European Union members to draw up a joint plan to fight migrant smugglers more effectively.
“Modern-day slave traders are making a fortune by place placing thousands of people’s lives at risk, putting them on small and unsuitable boats at night in the Aegean,” he said.

Fatal accidents are frequent as migrants risk the dangerous sea crossing from Turkey.
“It is vital to understand what it is that routinely brings thousands of migrants to trust smugglers, face exorbitant costs, and risk their lives on unseaworthy vessels,” said migration expert Maurizio Albahari, an assistant professor of anthropology at the  by Pricora 2.0" href="http://abcnews.go.com/International/wireStory/greece-dead-30-missing-migrant-boats-sink-23585972">University of Notre Dame.
“It’s quite simple. It is legally impossible for them to travel safely on planes and ferries. But they risk … many dangers to escape despair, and are prepared to die in order to set off with new hope,” he said by email, adding that policymakers could consider off-shore asylum applications and a transnational coast guard effort to help prevent such deaths.
Officials said 36 people — 32 men, three women and a child — were rescued, and the child was airlifted to a hospital on the mainland in critical condition. Survivors included 23 Somalis, nine Syrians and three Eritreans, the coast guard said. The child’s nationality and the nationalities of those who died were not immediately known.

Coast guard vessels, fishing boats and two search and rescue helicopters were combing the area for survivors or bodies. Before Monday, 21 people had drowned in similar incidents since the beginning of the year. At least 21 people died, and six are still missing, after a similar accident in December 2012. Over the weekend, the Greek coast guard rescued about 250 immigrants from the sea.

Kenya will not be intimidated by terrorists and will not withdraw troops from Somalia, Deputy President William Ruto has said.“We will not withdraw until Somalia has a stable and secure government free from terror. The Government will not allow terrorists to dictate or blackmail us into changing our local or foreign policy,” Mr Ruto said on Monday.The Deputy President said recalling Kenyan troops will provide a safe haven for criminals to recruit and arm terrorists in Somalia who will eventually pose an even greater risk to Kenya and the region.“Because of the remarkable success of our effort in Somalia, al Shabaa operational bases have been substantially weakened,” he said.According to the Deputy President, Al-Shabaab are unable to confront the country’s security agencies directly and have resorted to soft targets to pressure Kenya into relenting and withdrawing from Somalia.“The Kenya Defence Forces was deployed into Somalia to dismantle Al Shabaab operations, networks, training and indoctrination bases, which posed grave danger to Kenya and the region.“But the singular fact that cannot be denied is that our troops in Somalia have greatly destabilised Al Shabaab’s operations and created relative peace and security in that country,” Mr Ruto added.He was speaking during a Press conference at his office on Harambee Avenue in Nairobi on Monday.The Deputy President also urged the Judiciary to be firm in the war against terrorism.He said records indicate that many terror suspects have absconded bail and put themselves beyond the reach of law enforcement.Some of the suspects named are Fuad Abubakar Maswab, who is believed to have fled to Somalia whilst out on a Sh10 million bond and his co-accused Jermaine John Grant who had been arrested while in possession of explosives.Mr Ruto also noted that two other suspects Jamal Mohamed Awadh and Suleiman Mohammed Sayyed were similarly on bond and their families confirmed that they both died on May 3, 2014, while executing a bomb attack in Mombasa.“Those who have fled to Somalia intend to continue their terror activities. While they are abroad, the cases against them cannot proceed, seriously impairing the quest for justice and law enforcement,” he said.At least 22 people are said to be terrorism suspects out on bond operating freely among the innocent and peaceful citizens.Mr Ruto warned that the Government is aware of the existence a local network of sympathisers and facilitators residing among the general population and just like terrorists, they will face consequences.The National Security Intelligence, National Police Service and Criminal Investigations Department were noted as a coherent, indivisible operation and Mr Ruto said said because of this synergy, innumerable criminal activities—including planned terror attacks— have been disrupted.“Our collective security is a shared responsibility; every person must play his or her part in maintaining unwavering vigilance. All arms of Government must play their full part, and every citizen must also fulfill their patriotic obligations, ” Mr Ruto said.He reiterated the need for Kenyans to take a keen interest in what is going on around them, and be ready to provide information to security agencies on suspicious activities.

ODM demands KDF troops withdrawal from Somalia to save lives

The Orange Democratic Movement ( ODM) wants the Government to present the country with a road map for the withdrawal of Kenyan soldiers from Somalia.ODM said in the aftermath of the second terror attack since the Government launched the war on terror, hundreds of Kenyans have continued to lose their lives, a situation the party said is getting out of hand.ODM acting leader Anyang’ Nyong’o demanded that the Government should table a road map for a secure Kenya and a stable Somalia. We are forced to demand once again that the Government presents us with a road map for withdrawal of our troops from Somalia,” said Nyong’o.The Orange party said Kenyan troops seem to be staying in Somalia without realising the full costs and are now paying for it, noting that families have lost bread winners and loved ones and the Kenya Defence Forces is not coming to their aid. Nyong’o claimed that despite losing loved ones in the terror attacks, the Jubilee regime has remained tight-lipped as the crisis gets worse. University of Minnesota research finds Somali immigrants are returning for different reasons

MINNEAPOLIS — When the civil war in Somalia broke out more than 20 years ago, Jaylani Hussein and his family were among the first to move to the United States.Hussein has lived in the U.S. since 1993. He speaks English without any hint of an accent, holds two bachelor’s degrees, goes deer hunting in the fall and works for the Minnesota Department of Agriculture.In 2008, Hussein returned to his birthplace, the city of Hargeisa, for the first time.“As I was landing in Hargeisa, I was thinking, ‘Oh my God. What have I gotten myself into?’” Hussein told the Minnesota Daily. “When I was on the way home, I was thinking, ‘Why didn’t I come sooner?’”Just like Hussein, more Minnesotan Somalis are going back. An ongoing University of Minnesota research project from the Humphrey School of Public Affairs is collecting stories from immigrant Somalis in the Twin Cities to find out why.Though the number of people returning is “impossible to quantify,” signals such as airlines flying daily to the capital of Mogadishu or “chatter in the community about returning” can’t be ignored, said Ryan Allen, principal researcher and assistant community and economic development professor.Humphrey research consultant Kadra Abdi said other research has looked at the financial side of people returning, but they wanted to focus on the social aspect.Allen and his research team have so far completed about 60 oral interviews with Twin Cities residents who have returned to Somalia, most of whom were men in their late 20s or 60s.The researchers presented their findings in March in Washington, D.C., to the National Security Council and the State Department, among other stakeholders. Since the study is ongoing, the findings are currently preliminary. But Allen said he hopes to finish the data collection by the end of May.A report from the Office of the United Nations High Commissioner for Refugees estimates that more than 1 million Somali refugees are living around the world. Of those, about 10,000 have returned to Somalia.But the research at the university has found that those returning are usually not doing so permanently.“Some had no qualms about feeling at home in both Somalia and the Twin Cities,” Allen said. “They don’t want to move, but their culture is important to them and their families.”Whether it was due to feelings some Somalis have toward the U.S. or because some Americans distrust Somalis, Allen said, he’s found returners feel safer if they have as little to do with the U.S. government as possible.Allen said those returning might get a temporary job or internship in Somalia, or they come back because they’re concerned with security there.“It’s hard to say there’s a peace there,” said Hussein Ahmed, executive director of the West Bank Community Coalition. “These people might go to Kenya or Uganda first to make contacts in a safer place.”Or, as in Hussein’s case, the researchers found that returners worked on humanitarian projects. As a board member of American Relief Agency for the Horn of Africa, Hussein helped set up schools, distribute food and improve infrastructure in northern Somalia and along the Ethiopian border.“Even regular people are going back,” Hussein said. “People who didn’t think they could make an impact found they could.”The researchers have mostly collected information from people beyond their early 20s.Mohamed Shire, president of the university’s Somali Student Association, said most young Somalis have no intention of going back to Somalia, though many will send money back to their families.It’s mainly the older generations that want to return to Somalia, he said.“There’s a huge difference in culture. The younger kids are American. It’s never occurred to them, going back,” Shire said.But Hussein said he sees it differently.“There’s the first wave of immigrants who’s lived the horror of Somalia,” Hussein said. “We, their children, were sheltered from it. They don’t see it as a place of hope. I look at Somalia as an opportunity.”The Somali-Americans who return to Somalia mostly work in the government or for nongovernmental organizations, Allen said. Many start businesses there. Some have run for office, and some even intend to run for president.< “People who go back are highly engaged, both in the U.S. and Somalia,” Allen said. “They’re doing the same thing there. They care about Minnesota, but also about Somalia.”Abdi said those who return are in tune with both countries, and that shapes their dual identities.“A few years ago, some young men from Minneapolis returned to Somalia and joined (the terrorist group) al-Shabaab,” Abdi said. “That’s the narrative that’s stuck with most people. We want to provide a broader narrative and highlight the positive changes.”

Greece’s merchant marine minister, Miltiadis Varvitsiotis, said he was “devastated” by the incident, adding that the government would press other European Union members to draw up a joint plan to fight migrant smugglers more effectively.
“Modern-day slave traders are making a fortune by place placing thousands of people’s lives at risk, putting them on small and unsuitable boats at night in the Aegean,” he said.
Despite the deep financial crisis that brought Greece to the brink of bankruptcy four years ago, the country remains a major entry point for people from poor or war-ravaged parts of Asia and Africa seeking a better life in the 28-nation European Union.
Fatal accidents are frequent as migrants risk the dangerous sea crossing from Turkey.
“It is vital to understand what it is that routinely brings thousands of migrants to trust smugglers, face exorbitant costs, and risk their lives on unseaworthy vessels,” said migration expert Maurizio Albahari, an assistant professor of anthropology at the University of Notre Dame.
“It’s quite simple. It is legally impossible for them to travel safely on planes and ferries. But they risk … many dangers to escape despair, and are prepared to die in order to set off with new hope,” he said by email, adding that policymakers could consider off-shore asylum applications and a transnational coast guard effort to help prevent such deaths.
Officials said 36 people — 32 men, three women and a child — were rescued, and the child was airlifted to a hospital on the mainland in critical condition. Survivors included 23 Somalis, nine Syrians and three Eritreans, the coast guard said. The child’s nationality and the nationalities of those who died were not immediately known.
Coast guard officials recovered the bodies of two women, a man and a boy from the sea, and later found a further 18 bodies — including three children — inside the yacht after it was towed to Samos.
Survivors told the coast guard between 60 and 65 people had been on the 10-meter yacht and the two-meter dinghy that had set off from Turkey.
“We can’t give a precise number of missing people with any certainty,” coast guard spokesman Nikos Lagadianos told The Associated Press.
Coast guard vessels, fishing boats and two search and rescue helicopters were combing the area for survivors or bodies. A nearby cruise ship helped for several hours in the morning before being cleared to continue its journey.
Before Monday, 21 people had drowned in similar incidents since the beginning of the year. At least 21 people died, and six are still missing, after a similar accident in December 2012. Over the weekend, the Greek coast guard rescued about 250 immigrants from the sea.

Obama praises Djibouti security cooperation, says US will sign long-term lease for base

WASHINGTON (AP) — The Obama administration has finalized a 10-year agreement with Djibouti to keep U.S. troops at a military base in the East African nation that houses special forces and serves as a launching point for drones.
“This is a critical facility that we maintain in Djibouti,” President Barack Obama said Monday during an Oval Office meeting with Djibouti’s President Ismail Omar Guelleh. “We could not do it without the president’s cooperation. We’re grateful for him agreeing for a long-term presence there.”
Djibouti, a tiny nation of less than 1 million people, has become a linchpin of U.S. anti-terrorism efforts in Africa and the Middle East. The U.S. military base Camp Lemonnier houses conventional forces, as well as special forces and aerial drones believed to be flown over Yemen and Somalia.
An administration official said the new $63 million per year lease would allow the U.S. to keep personnel and equipment at the camp for 10 more years. The agreement includes an option to extend the lease for an additional 10 years without renegotiating the terms, as well as a provision to extend for an additional 10 years beyond that at a renegotiated rate, according to the official.
The official insisted on anonymity because this person was not authorized to discuss the agreement publicly by name.
The terms of the lease indicate that the U.S. is likely to maintain a long-term military presence in Djibouti. Camp Lemonnier is the only U.S. base in sub-Saharan Africa.
Guelleh said his country’s arrangement with U.S. forces is a sign of Djibouti’s “support for international peace and for peace in our region as well.”
